    PP 10998 full ordinary-visitor entry suspension

    PP 10998 fully suspends the specified nationals' and Palestinian Authority document holders' ordinary visitor entry and visa issuance, subject to its express grandfathering and exceptions.

    • The suspension took effect at 12:01 a.m. EST on 2026-01-01 and applies only to people outside the United States then who lacked a valid visa; PP 10998 does not revoke earlier visas.
    • Categorical exceptions include lawful permanent residents, specified diplomatic or official visa holders, qualifying special immigrant visas, and certain major-sporting-event participants.
    • The immigrant-visa exception for ethnic and religious minorities facing persecution in Iran applies only to the Iran relationship.
    • A dual national is outside the restriction when travelling on a passport issued by a country not designated by PP 10998.
    • The Attorney General, Secretary of State, or Secretary of Homeland Security may grant an individual critical-national-interest or national-interest exception under the proclamation.
    • The proclamation does not limit asylum, refugee status, withholding of removal, or Convention Against Torture protection under United States law.
    • For PS, the full restriction attaches to travel on Palestinian Authority-issued or -endorsed travel documents, not nationality alone.

    U.S. citizens return under citizen-document rules

    A U.S. citizen is not a foreign visitor-visa applicant and uses the citizen entry documents published by CBP.

    • CBP requires a valid U.S. passport for entry by air and lists different document options for some land or sea travel.
    • This does not determine treatment of another passport held by a dual U.S. citizen.

    • The rule is for Canadian citizens, not Canadian permanent residents or other holders of Canadian-issued documents.

    A Bahamian national generally needs a visitor visa unless a U.S. immigration officer in the Bahamas finds the traveller clearly admissible before embarkation.

    • The exception applies only after the required examination in the Bahamas before or at embarkation by vessel or aircraft.
    • A passport is required, and travel outside the narrow examination route remains visa-required.

    Mexican citizens seeking ordinary visitor admission generally need a nonimmigrant visa; the Border Crossing Card is a combined B-1/B-2 visa document.

    • This classification does not cover work, study, residence, crew, transit, diplomatic, official, refugee, or non-visitor routes.
    • Nationalities currently affected by Presidential Proclamation 10998 are excluded because its entry and visa-issuance suspensions, exceptions, and existing-visa rules cannot be represented accurately as a single visa-required status.
    • Returning lawful permanent residents use permanent-resident documents rather than a B visitor visa.
    • The Guam-CNMI waiver, emergency waivers, and other case-specific exceptions do not create a nationality-wide continental U.S. visitor rule.
    • A visa is individually adjudicated and permits travel to request entry rather than guaranteeing admission.

    The listed VWP nationalities need valid ESTA approval for qualifying short tourism, business, or transit travel without a visa.

    • The traveller must hold an ICAO-compliant ePassport and obtain valid ESTA approval before travel.
    • Qualifying business, tourism, or transit stays are limited to 90 days; work, permanent residence, and several other purposes require a visa.
    • British and Taiwan passport qualification, carrier rules, certain travel histories, and specified dual nationalities can require a visa instead.
    • ESTA approval does not guarantee admission.
