Flagged ordinary passports: mandatory pre-clearance before visitor visa on arrival
The named nationalities must obtain written Palau pre-clearance before travel; their ordinary short-visitor visa is otherwise the Immigration Division's visa-on-arrival route.
- This ETA normalization represents the notice's mandatory advance pre-clearance, not an electronic visa: carriers must not board a flagged traveller without written confirmation of clearance. The visitor visa itself remains issued on arrival under the general rule.
- Submit the completed pre-clearance application, Palau Entry Form submission, passport bio-page, non-refundable return ticket, accommodation proof, and sufficient-funds proof to immtravelapproval@bcbp.pw at least five days before travel.
- Under the notice, entry is only for the duration on the return ticket and no more than 30 days; no extension is granted unless approved through a formal visa or permit process.
- This does not classify separate invitation-based, diplomatic, medical-emergency, government-invited-delegation, work, residence, transit, crew, official, or special-document cases.
- All arriving passengers must have a valid passport or travel document, submit the Palau Entry Form no more than 72 hours before departure, and present its QR code at check-in and arrival.
