    The reciprocal EU–Palau agreement is provisionally applied from 2015-12-08; no final entry-into-force notice was located in this review.

    • Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.

    Palauan nationals: outside foreign visitor-visa scope

    The Immigration Division directs Palauan citizens to use a Palauan passport to enter and leave Palau; foreign-national visitor visa rules do not determine their entry.

    • Palau permits dual citizenship, but this classification does not determine a dual national's entry when presenting another passport or any departure, residence, security, or individual-admissibility decision.

    Federated States of Micronesia, Marshall Islands, and United States ordinary passports: visa exemption

    Palau expressly exempts citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, and the United States from a visa to visit, work, or reside, subject to Palauan law.

    • The authority states that this exemption is effective from 2 November 2022 and allows visit, work, or residence only in accordance with Palauan law. It is not a passport-wide grant of work authorisation independent of those laws.
    • The traveller needs a passport valid at least six months, must state the purpose of visit, and is not required to hold an onward ticket under this specific route.
    • This does not establish treatment of U.S. military personnel, diplomatic missions, dependants, special travel documents, or non-citizen residents; those are separate status-specific rules.
    • All arriving passengers must have a valid passport or travel document, submit the Palau Entry Form no more than 72 hours before departure, and present its QR code at check-in and arrival.

    Schengen-contracting-state ordinary passports: 90-day visa waiver

    Citizens of the named Schengen Agreement contracting states may enter Palau without a visa for up to 90 days in any 180-day period.

    • This is the mutual Palau-European Union waiver as described by the Immigration Division. It applies to citizens of the named Schengen-contracting states; Cyprus is not added without an express current source classification.

    Palau's Immigration Division states that the Palau-Russia mutual waiver permits Russian citizens to stay without a visa for 30 days.

    • This classification is limited to the stated 30-day visa waiver and does not establish work, study, residence, diplomatic, official, service, emergency, refugee, or special-document treatment.

    Taiwan ordinary passports: conditional visa waiver

    Taiwan nationals may use Palau's bilateral visa-free arrangement when they meet the stated passport, purpose, return-ticket, and onward-destination requirements.

    • The waiver accepts ordinary, official, or diplomatic passports with at least six months' validity; this policy models only an ordinary passport.
    • The traveller must not intend to work, study, or reside in Palau, and must hold a return-flight ticket and a valid visa for the onward destination.
    • No stay duration is stated in this bilateral-waiver passage. Other visitor, security, admission, and special-document requirements remain separate.

    Bangladesh and Myanmar ordinary passports: visitor visa before travel

    Palau Immigration expressly says Bangladesh and Myanmar nationals must apply for a visa before reaching Palau, rather than use the ordinary visitor visa-on-arrival process.

    • Applicants should contact a Palau diplomatic mission, representative authority, or the Ministry of Foreign Affairs from their country of residence. The authority does not establish an eVisa or visa-on-arrival option for these ordinary passports.
    • Both nationalities also appear in the current flagged-country pre-clearance process. Complete applications must be submitted at least five days before travel, and incomplete submissions may lead to denied boarding or refusal of entry.
    • Any approval remains subject to document validity, stated purpose, accommodation, funds, onward travel, security, and the Director's assessment. Work, residence, transit, diplomatic, official, service, emergency, refugee, or special-document routes are separate.

    Flagged ordinary passports: mandatory pre-clearance before visitor visa on arrival

    The named nationalities must obtain written Palau pre-clearance before travel; their ordinary short-visitor visa is otherwise the Immigration Division's visa-on-arrival route.

    • This ETA normalization represents the notice's mandatory advance pre-clearance, not an electronic visa: carriers must not board a flagged traveller without written confirmation of clearance. The visitor visa itself remains issued on arrival under the general rule.
    • Submit the completed pre-clearance application, Palau Entry Form submission, passport bio-page, non-refundable return ticket, accommodation proof, and sufficient-funds proof to immtravelapproval@bcbp.pw at least five days before travel.
    • Under the notice, entry is only for the duration on the return ticket and no more than 30 days; no extension is granted unless approved through a formal visa or permit process.

    The reciprocal EU–Palau agreement covers citizens of Cyprus even though Palau's live Schengen-contracting-state list omits Cyprus.

    • The agreement covers valid ordinary passports and short stays of no more than 90 days in any 180-day period.
    • Paid activity is excluded, and ordinary border-entry conditions and refusal powers remain applicable.
    • The treaty is controlling legal evidence for Cyprus; the Immigration page's separately worded Schengen list does not repeal or narrow it.

    Other ordinary foreign passports: 30-day tourist visa on arrival

    Palau's Immigration Division says a tourist visa may be issued on arrival to short-term genuine visitors; this explicitly bounded complement excludes every stated visa-waiver, pre-clearance, and advance-visa cohort.

    • The visitor must genuinely intend tourism, leisure, or a social visit and must not perform work. The initial tourist visa is 30 days and may be extended twice for 30 days each by applying at least seven days before expiry.
    • The traveller needs a passport valid at least six months, an onward or return ticket unless exempt, sufficient funds, and any other travel evidence or circumstances acceptable to the Director. Visa issuance and border admission remain discretionary.
    • Business, work, student, missionary, foreign-government/international-organization, resident, investor, dependent, diplomatic, crew, transit, emergency, refugee, stateless, official, service, and other special-document arrangements are separate and not established by this ordinary tourist classification.
    • Diplomats recognized by the Ministry of State and their families, and holders of a Presidential or Director exemption letter, have separate visa and onward-ticket exceptions.
    • All arriving passengers must have a valid passport or travel document, submit the Palau Entry Form no more than 72 hours before departure, and present its QR code at check-in and arrival.
