    Non-waiver ordinary passports: Entry Visa required before arrival

    Tonga Revenue states every country outside its current named arrival cohort needs a visa before arrival, while the current Ministry of Foreign Affairs Visitor's VISA checklist describes that non-waiver Entry Visa as issued in a letter format before arrival.

    • The current Revenue page supplies the complete residual rule: citizens of all other countries need visas before arrival.
    • The Ministry of Foreign Affairs checklist expressly identifies an Entry Visa for Non-Waiver Countries issued as a letter before arrival. This is an advance visa route, not electronically issued eVisa or walk-up visa on arrival.
    • The legacy 2018 Embassy list names several additional visitor-arrival countries but does not reconcile its broader list with the central 2025/2026 sources; it is not used to widen the current cohort.
    • Return ticket, funds, purpose, work/business/study restrictions, immigration discretion, special documents, and final admission remain conditions outside the baseline.
