    Covered EU ordinary passports gained Tonga short-stay access

    The reciprocal EU–Tonga agreement is provisionally applied from 2015-11-21; no final entry-into-force notice was located in this review.

    • The waiver is limited to valid ordinary passports and short stays of no more than 90 days in any 180-day period.
    • Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.
    • Ireland is outside the agreement.

    Tongan subject: entry without a foreign visitor permit

    The Immigration Act expressly entitles a Tongan subject to enter without first obtaining a permit. The same-country ordinary-passport catalog row is normalized as citizenship, not as a foreign visitor visa route.

    • The statutory entitlement is for a person who establishes Tongan-subject status; it does not determine treatment of a dual national travelling on a different passport, special travel document, work, residence, diplomatic or admission case.

    EU citizens: treaty short-stay visa-free travel

    The in-force EU–Tonga agreement gives the named EU-nationality cohort visa-free short stays of up to 90 days in any 180-day period. The treaty’s Member State definition excludes Ireland and the United Kingdom; Croatia is included.

    • The agreement applies to citizens travelling for a maximum 90 days in any 180-day period and excludes remunerated activity.
    • The treaty rule takes precedence over the Revenue and Embassy’s more general arrival-visitor wording for these mapped EU citizens.

    Consensus named foreign passports: visitor visa issued on arrival

    Both live Tongan Government schedules name this ordinary-passport cohort for a visitor visa issued on arrival. This is normalized as visa_on_arrival; the sources’ 30-day and 31-day descriptions are not reconciled into a duration claim.

    • Revenue states issuance is conditional on a valid return ticket and sufficient funds; entry remains subject to immigration decision.
    • The Embassy says the visa is issued on arrival; its separate prior-authority pathway for unlisted travellers is not included in this consensus cohort.
    • This policy does not establish employment, business, study, residence, transit, diplomatic, official or special-document treatment.

    Norwegian ordinary passports: visitor visa issued on arrival

    Tonga Revenue’s current schedule names Norway for a visitor visa on arrival, and Norway’s current Foreign Ministry advice independently states that Norwegian citizens receive a visa on arrival. This is normalized as visa_on_arrival; the sources’ stated durations are not combined.

    • Revenue qualifies arrival issuance with a valid return ticket, sufficient funds, and immigration decision; the Norwegian advice states a stay up to 90 days, while Revenue describes 30 days.
    • This is an ordinary-passport short-visitor mapping only; it establishes no work, residence, transit, special-document, biometric, or individual-admission entitlement.
    • The older Embassy page’s Schengen visa-free wording conflicts with the two current government guidance sources and is not used to normalize this code as visa_free.

    Tonga Revenue's current named country cohort expressly includes Switzerland among travellers who may be issued a 30-day visitor visa on arrival.

    • The current Revenue source says the visitor visa may be issued on arrival for 30 days, subject to a valid return ticket to a country the traveller may enter and sufficient funds.
    • This is an arrival-issued visitor visa, not visa-free access or a pre-travel eVisa. Work, business, study, residence, diplomatic, official, service, and special-document routes remain outside this ordinary-passport visitor baseline.
    • The legacy Embassy page claims a longer Schengen-linked benefit, but its stated 2018 publication context is not controlling against the central current source.

    Tonga Revenue states every country outside its current named arrival cohort needs a visa before arrival, while the current Ministry of Foreign Affairs Visitor's VISA checklist describes that non-waiver Entry Visa as issued in a letter format before arrival.

    • The current Revenue page supplies the complete residual rule: citizens of all other countries need visas before arrival.
    • The Ministry of Foreign Affairs checklist expressly identifies an Entry Visa for Non-Waiver Countries issued as a letter before arrival. This is an advance visa route, not electronically issued eVisa or walk-up visa on arrival.
    • The legacy 2018 Embassy list names several additional visitor-arrival countries but does not reconcile its broader list with the central 2025/2026 sources; it is not used to widen the current cohort.
