    For the remaining catalog ordinary passports, the two current orders require a valid territory-specific visa unless the traveler qualifies for a separately specified exemption. The required visa is a physical vignette, so it is normalized as advance visa rather than eVisa.

    • Short visitor baseline only. A Schengen visa alone is insufficient; the visa must be valid for the requested overseas territory.
    • Residence permits, long-stay visas, French multi-entry visas, cruise conditions, transit, diplomatic, service, official and other special-document exemptions remain conditional and are not normalized as nationality-wide visitor access.

    Bosnia and Herzegovina ordinary passports: French overseas visa-free short visit

    All currently valid ordinary/civil Bosnia and Herzegovina passports are covered by the French biometric-passport waiver for the six scoped overseas destinations.

    • Applies to the ordinary civil Bosnia and Herzegovina passport for short visitor travel. IDDEEA identifies the civil passport as biometric; the governing passport law fixes its validity and keeps the temporary no-fingerprint route within the electronic travel-document regime.
    • The French current Annex II schedules waive Bosnia and Herzegovina biometric passports: Guadeloupe/French Guiana/Réunion, Mayotte, French Polynesia, New Caledonia, and both Saint-Martin and Saint-Barthélemy. The FW aggregate is uniform because the Guadeloupe/Martinique and Saint-Martin/Saint-Barthélemy component schedules use the same Bosnia biometric-passport condition.
    • The French maximum is 90 days in 180 days for GF, FW, YT and RE, and three months in six months for PF and NC. Work, residence, transit, diplomatic, service, refugee/stateless, travel-certificate and final-admission rules are outside this ordinary visitor classification.

    Moldovan ordinary passports: French overseas visa-free short visit

    All currently valid ordinary Moldovan passports are covered by the French biometric-passport waiver for the six scoped overseas destinations.

    • Applies to the ordinary Moldovan citizen passport for short visitor travel. Moldova has issued such passports exclusively with biometric data since 1 January 2011; the passport authority specifies electronic storage including facial biometric data and fixed 4/7/10-year terms.
    • No legacy extension creates a current non-biometric ordinary passport: Moldova MFA states passports are not extended, and the passport authority records that the former adult term was seven years before its 2018 increase. The child and medically impossible-fingerprint routes are still passport issuance routes with electronic biometric data; temporarily impossible fingerprints produce a one-year passport.
    • The French current Annex II schedules waive Moldovan biometric passports in Guadeloupe/French Guiana/Réunion, Mayotte, French Polynesia, New Caledonia, and both Saint-Martin and Saint-Barthélemy. The FW aggregate is uniform because both its component schedules use the same Moldovan biometric-passport condition.

    Albanian standard ordinary biometric passports: French overseas visa exemption

    France's current territorial Annex II orders exempt Albanian biometric passport holders. Albania's current passport law and ordinary-passport instruction establish that every still-valid standard ordinary Albanian passport is biometric.

    • Applies only to a currently valid standard ordinary Albanian passport for a short visitor stay. Diplomatic, service, emergency, temporary, refugee, alien and other special travel documents are outside this policy.
    • Albania's current passport law has required biometric security data since its 2010 amendment; it identifies ordinary passports as issued by the Ministry of Interior. The current ordinary-passport instruction and consular service issue only ordinary biometric passports, including standard child passports.
    • Legacy non-biometric ordinary passports could have been issued no later than the 2010 biometric statutory regime. The statute fixes a maximum ordinary-passport validity of ten years for applicants over 16 and five years for those under 16; therefore no such legacy ordinary passport can remain valid on 25 August 2026.
    • The only recorded extensions do not preserve a contrary current document: the 2009-10 child biometric correction ran for one additional year; the 2020-21 extension ended 30 April 2021; and the 2025 extension was only for exercising the vote on 11 May 2025, through 31 May 2025. Accelerated issue and reissue under the current instruction are still biometric ordinary passports.
    • For French Guiana, Réunion and Mayotte, the current entry framework caps the waiver at 90 days in any 180-day period. For French Polynesia and New Caledonia, the territorial Annex II waiver covers three months in any six-month period, subject to any more favourable circulation agreement.
    • Work, residence, transit, Schengen travel, passport-validity requirements, proof of purpose and means, border-admission discretion and territory-specific entry controls remain separate. The waiver does not authorize entry into European France or the Schengen area.

    Albania

  12. Current official routeVisa-free

    Montenegrin standard ordinary passports: visa-free French overseas short visits

    Every currently valid standard Montenegrin ordinary passport meets the biometric-passport predicate in each named French territorial Annex II, so it is visa-free for the ordinary short-visitor route.

    • Scope is only the standard passport issued to a Montenegrin citizen under the Travel Documents Law. The current law calls it an electronic public document and requires its chip to contain the facial photograph and two fingerprints; it identifies those as biometric data used at border crossing.
    • The law fixes standard validity at ten years, two years for a child under four, and one year where fingerprints are temporarily unobtainable. Those are still the statutory electronic passport, not a separate emergency or temporary travel-document class; the return-only travel certificate is expressly distinct and excluded.
    • The former Yugoslav passport is not a current counterexample: the Government's consular guidance records that FRY-form passports ceased to be valid on 31 December 2009. No extension route is used; a replacement is a newly issued statutory electronic passport.
    • The cited French Guiana, Réunion, Mayotte, French Polynesia and New Caledonia orders are separately applied. GF, RE and YT allow up to 90 days in 180 days; PF and NC allow three months in six months, subject to any more favourable circulation agreement and final admission.
    • Work, residence permits, third-country visas, transit, diplomatic/service, refugee/alien, seaman, identity-card and travel-certificate routes are outside this ordinary short-visitor baseline.

    North Macedonian standard ordinary biometric passports: five French overseas waivers

    Every currently valid standard ordinary passport of the Republic of North Macedonia satisfies the biometric condition in the five separate current French territorial Annex II waivers.

    • This is an ordinary short-visitor passport baseline only. The current MFA passport service states a maximum validity of 10 years for age 27+, 5 years for ages 4–27, and 2 years below age 4.
    • The official current civil-document record says all North Macedonian passports have been biometric since April 2012. Therefore a non-biometric standard ordinary passport could not remain valid after April 2022; the 2026 baseline is biometric.
    • Since 13 February 2024, only passports bearing the name ‘Republic of North Macedonia’ are valid for international travel. Earlier ‘Republic of Macedonia’ passports are not part of the current ordinary-passport baseline, even if retained to show travel history or valid visas.
    • The MFA says passport applicants provide a photograph, two fingerprints and a handwritten digital signature; applicants under 12 are not fingerprinted. That child enrolment exception does not establish a separate non-biometric ordinary-passport class.
    • The Interior Ministry's CSCA page confirms Ministry-issued biometric travel documents. Emergency, temporary, group, diplomatic, service, refugee, alien and other special travel documents are not classified by this policy.
    • Each cited French territorial Annex II separately limits the waiver to a biometric passport. French Guiana, Réunion and Mayotte permit stays up to 90 days per 180 days; French Polynesia and New Caledonia permit three months per six months, subject to a more favourable agreement. Activity, residence, entry-route and final-admission requirements remain applicable.
