    ICA’s current Visa on Arrival schedule expressly makes these nationalities eligible; ICA’s visitor guidance confirms the holiday, sightseeing, social, recreational, friends-and-family visitor purpose.

    • The live schedule states that VOA is currently accessible to citizens of the named countries. The schedule expressly includes ordinary passports for the United Arab Emirates; Indonesia, Israel and Japan are stated to cover all passport types.
    • The Visitor Visa page limits this candidate to holiday, sightseeing, social or recreational visits and visits to friends or family; work and non-visitor categories are excluded.
    • The Visitor Visa page says that, in most circumstances, a visitor visa is single-entry for 60 days. This candidate does not generalize a duration, port, fee, entry count, medical, character, funds, return-travel, or admission condition beyond that source scope.
    • ICA provides an electronic application option to VOA-eligible travellers, but the directly available arrival route controls this normalized baseline. The PNG Digital Arrival Card is an online arrival declaration, not an ETA or visa.
    • The related non-VOA visa route is intentionally not classified here: ICA’s current Visitor Visa page directs that group to paper filing, while its linked 2025 handbook says visitor applications are online/eVisa. That unresolved processing conflict does not affect this named direct VOA cohort.

    Named ordinary passports: Easy Visitor Permit electronic visitor visa

    The current public ICA eVisa portal directly names this ordinary-passport cohort in its Easy Visitor Permit eligibility tables. The 2025 ICA handbook establishes that eVisas can be issued, so this is an electronic pre-travel visitor-visa route rather than mere online lodgement or VOA.

    • This policy concerns only national ordinary passports that were unresolved in the separate PNG ordinary-passport batch and are directly named in the portal's 30-day or 60-day Easy Visitor Permit tables. It does not duplicate that batch's direct VOA cohort.
    • The Easy Visitor Permit covers holiday, sightseeing, social or recreational visits and visits to relatives or friends. The 30-day table says online-only application, while the public service is ICA's eVisa portal and the 2025 ICA handbook states that an eVisa can be issued. This is not inferred from a form, payment page, or digital arrival declaration.
    • The portal describes a single entry, 30-day permit and says starred passports may also apply for a 60-day permit. The separate 60-day table directly names additional passports. Work is prohibited; media, organized travel, special passports, residence, business, employment, transit, individual admissibility and extension rules are not normalized here.
    • The portal's 60-day text calls its broader table countries on the VOA schedule, yet that table differs materially from ICA's current VOA page, which expressly excludes mainland France, New Zealand and the United States. The table is used only for its direct electronic-permit names, never to infer VOA; this discrepancy is a material freshness risk.
    • The PNG Digital Arrival Card is a separate arrival declaration and does not change this eVisa classification.

    Non-VOA ordinary tourist passports: paper advance visitor visa

    The live ICA Visitor Visa page directs a traveller outside the current VOA eligibility list to the paper entry-permit form, and the current FAQ requires that visa to be issued before travel. None of these ordinary-passport codes is in the live VOA list or a directly applicable current Easy Visitor Permit table.

    • This ordinary tourist baseline covers holiday, sightseeing, social or recreational visits, and visits to relatives or friends. It does not establish work, business, study, residence, transit, crew, APEC, diplomatic, official, service, special-passport, travel-document, territorial, group-tour, citizenship, or final-admission treatment.
    • The live VOA schedule's China entry is limited to diplomatic, official and service passports. The 2025 handbook separately limits Chinese ordinary-passport VOA to registered organized tour groups; neither is transferred to the ordinary independent-tourist China row.
    • The current Visitor Visa page offers electronic lodging to passports eligible for VOA and directs non-VOA applicants to its paper form; the current FAQ independently requires a non-eligible traveller to be issued a visa before travel. This is an advance visa, not VOA, ETA, or an eVisa inference from portal existence.
    • ICA's linked 2025 handbook says visitor-class applications must be submitted online, while the newer live Visitor Visa page says non-VOA applicants should use the paper form. The handbook and portal demonstrate an operational-route conflict, but neither supplies a current electronic eligibility route for this residual cohort; the live page controls the conservative paper advance classification.
    • The current eVisa portal's Easy Visitor Permit tables directly name other nationalities and are not treated as an all-nationalities electronic complement. The Digital Arrival Card is also not a visa.
