Non-VOA ordinary tourist passports: paper advance visitor visa
The live ICA Visitor Visa page directs a traveller outside the current VOA eligibility list to the paper entry-permit form, and the current FAQ requires that visa to be issued before travel. None of these ordinary-passport codes is in the live VOA list or a directly applicable current Easy Visitor Permit table.
- This ordinary tourist baseline covers holiday, sightseeing, social or recreational visits, and visits to relatives or friends. It does not establish work, business, study, residence, transit, crew, APEC, diplomatic, official, service, special-passport, travel-document, territorial, group-tour, citizenship, or final-admission treatment.
- The live VOA schedule's China entry is limited to diplomatic, official and service passports. The 2025 handbook separately limits Chinese ordinary-passport VOA to registered organized tour groups; neither is transferred to the ordinary independent-tourist China row.
- The current Visitor Visa page offers electronic lodging to passports eligible for VOA and directs non-VOA applicants to its paper form; the current FAQ independently requires a non-eligible traveller to be issued a visa before travel. This is an advance visa, not VOA, ETA, or an eVisa inference from portal existence.
- ICA's linked 2025 handbook says visitor-class applications must be submitted online, while the newer live Visitor Visa page says non-VOA applicants should use the paper form. The handbook and portal demonstrate an operational-route conflict, but neither supplies a current electronic eligibility route for this residual cohort; the live page controls the conservative paper advance classification.
- The current eVisa portal's Easy Visitor Permit tables directly name other nationalities and are not treated as an all-nationalities electronic complement. The Digital Arrival Card is also not a visa.
