One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

Venezuela: named ordinary passports exempt from tourist visa for air entry

The Foreign Ministry’s current list expressly exempts these named nationalities from a tourist visa for entry to Venezuela by air. The status is visa_free only within that published air-entry tourist scope; it is not an ETA, eVisa, visa on arrival, universal mode-of-entry rule or residual classification.

    • The official list expressly limits this tourist-visa exemption to entry by air. It does not establish an equivalent land- or sea-entry route.
    • Only the named country rows are mapped. France, Netherlands and United Kingdom parenthetical territories are not expanded beyond the catalog’s directly corresponding FR, NL and GB ordinary passports.
    • The source does not state a general duration, entries, fee, extension, airport, carrier, health, funds, return/onward-travel or final-admission rule for this air-entry exemption; none is inferred.
    • The separate Digital Chancellery process electronically issues tourist visas to foreign natural persons and is mapped in this batch for the unlisted catalog passports; it does not broaden this policy's expressly air-only visa-free scope.
    • Mercosur, bilateral identity-document facilities, diplomatic/official/service passports, special travel documents, work, study, residence, transit, citizenship and third-country-document arrangements are excluded.

Venezuela: foreign ordinary passports eligible for electronic tourist visa

The current Foreign Ministry tourist-visa manual expressly says the visa will be granted to foreign natural persons entering for recreation, health or non-remunerated activities, and its workflow ends with an approved, electronically signed document. Venezuela's Embassy in France calls the Tourist (T) category an electronic visa and directs applications to the Foreign Ministry's Cancillería Digital portal. This maps the exact currently unsupported foreign ordinary-passport cohort from direct nationality-general eligibility and electronic issuance evidence, not from portal existence or omission from the air-entry exemption list.

    • The Foreign Ministry manual directly states that the tourist visa will be granted to foreign natural persons whose entry is for recreation, health or activities without remuneration or profit. It requires a passport valid for at least six months, a photograph, application form and request letter; approval remains subject to the stated process and final admission.
    • The source expresses eligibility as a nationality-general foreign-person rule, not as an inference from the named air-entry exemption list. This policy maps only the catalog ordinary passports in the exact currently unsupported foreign cohort; it does not establish diplomatic, official, service, emergency, refugee, stateless, laissez-passer, identity-document or other special-document treatment.
    • Applicants create a request with the Office of Consular Relations, select and register the tourist-visa procedure, attach the required documents and submit the request through Cancillería Digital. The Foreign Ministry manual says the approved document is electronically signed, emailed and available to download as a PDF; it says the procedure is approved and signed in approximately 72 hours.
    • Venezuela’s Embassy in France labels Tourist (T) visas electronic and links applicants to the exact Foreign Ministry login. The mission-specific page proves the electronic Tourist (T) issuance route but does not establish a different nationality list, a universal consular-jurisdiction rule, a fee, an appointment rule or universal duration, entry-count or stay terms.
    • This is an advance electronically issued visa, not an ETA, visa on arrival, airport-only facility or an inference that every foreigner must use the portal. The separately named 71 ordinary passports remain visa-free only for the Foreign Ministry’s explicit tourist air-entry scope; no land- or sea-entry exemption, transit, work, study, residence, citizenship, bilateral identity-document or third-country-document rule is inferred.
