    Venezuela: foreign ordinary passports eligible for electronic tourist visa

    The current Foreign Ministry tourist-visa manual expressly says the visa will be granted to foreign natural persons entering for recreation, health or non-remunerated activities, and its workflow ends with an approved, electronically signed document. Venezuela's Embassy in France calls the Tourist (T) category an electronic visa and directs applications to the Foreign Ministry's CancillerĂ­a Digital portal. This maps the exact currently unsupported foreign ordinary-passport cohort from direct nationality-general eligibility and electronic issuance evidence, not from portal existence or omission from the air-entry exemption list.

    • The Foreign Ministry manual directly states that the tourist visa will be granted to foreign natural persons whose entry is for recreation, health or activities without remuneration or profit. It requires a passport valid for at least six months, a photograph, application form and request letter; approval remains subject to the stated process and final admission.
    • The source expresses eligibility as a nationality-general foreign-person rule, not as an inference from the named air-entry exemption list. This policy maps only the catalog ordinary passports in the exact currently unsupported foreign cohort; it does not establish diplomatic, official, service, emergency, refugee, stateless, laissez-passer, identity-document or other special-document treatment.
    • Applicants create a request with the Office of Consular Relations, select and register the tourist-visa procedure, attach the required documents and submit the request through CancillerĂ­a Digital. The Foreign Ministry manual says the approved document is electronically signed, emailed and available to download as a PDF; it says the procedure is approved and signed in approximately 72 hours.
    • Venezuela’s Embassy in France labels Tourist (T) visas electronic and links applicants to the exact Foreign Ministry login. The mission-specific page proves the electronic Tourist (T) issuance route but does not establish a different nationality list, a universal consular-jurisdiction rule, a fee, an appointment rule or universal duration, entry-count or stay terms.
    • This is an advance electronically issued visa, not an ETA, visa on arrival, airport-only facility or an inference that every foreigner must use the portal. The separately named 71 ordinary passports remain visa-free only for the Foreign Ministry’s explicit tourist air-entry scope; no land- or sea-entry exemption, transit, work, study, residence, citizenship, bilateral identity-document or third-country-document rule is inferred.

How to apply

The Foreign Ministry manual says the procedure is approved and signed in approximately 72 hours.

  1. Register in CancillerĂ­a Digital and create the tourist-visa request with the competent Office of Consular Relations.
  2. Complete the tourist-visa procedure and upload the passport, photograph, application form, request letter and any mission-required documents.
  3. Submit the request and receive the approved electronically signed document by email; download the signed PDF before travel and meet final-admission conditions.
