    OECS Protocol Member ordinary passports: visa-free entry

    The five other catalog OECS Protocol Member State citizens have the statutory indefinite-entry permit; the eTA release confirms they need not apply for an eTA.

    • Immigration Act section 4(3), subject to statutory prohibited-person procedures, requires an immigration officer to grant an indefinite-entry permit to a Protocol Member State citizen.
    • The 2025 eTA release says OECS citizens need not apply for eTA, but they must complete the electronic Immigration and Customs declaration. This does not establish ordinary tourist treatment for non-Protocol CARICOM citizens, residents, diplomats, crew, transit, work, or special documents.
