  1. ETA

    EU ordinary passports: visa waiver plus eTA

    The in-force bilateral agreement waives visas for ordinary passports of all current EU Member States except Ireland; the current eTA remains mandatory.

    • The bilateral agreement applies to a valid ordinary passport and a non-paid visit of at most three months in a six-month period.
    • It defines Member State as every EU Member State except Ireland; this current scope includes Croatia and excludes no other current member.
    • An approved eTA is required before travel under the operational eTA system; admission remains discretionary and the eTA is not an eVisa.

    Russian and Ukrainian ordinary passports: visa waiver plus eTA

    Current official foreign-ministry records establish visa-free entry for Russian and Ukrainian ordinary passports; the operational eTA remains mandatory.

    • Russia: the current Russian MFA table gives Russian citizens visa-free travel for 90 days in each 180 days.
    • Ukraine: the current Ukrainian MFA country profile identifies the reciprocal waiver agreement and its 27 January 2017 entry into force.
    • Both remain subject to approved eTA before travel, the ED declaration, document validity, prohibited-person rules, and immigration-officer admission.

    Residual foreign ordinary passports: mandatory Saint Kitts and Nevis electronic travel authorisation

    The current Government release makes approved electronic travel authorisation mandatory before departure for every visitor from 26 May 2025; all 165 exact residual foreign ordinary-passport pairs are within that rule and outside its stated no-application exceptions.

    • The Government release says every visitor must have an approved eTA before departing and says only Saint Kitts and Nevis citizens/residents and OECS citizens do not need to apply. Those passport codes are outside this exact residual cohort; this finding concerns ordinary foreign passports, not diplomatic, official, resident, crew, work, transit, or other special-document routes.
    • The traveller completes the online eTA process with travel details and documents and receives the approval electronically before travel. This is a pre-travel authorisation, not an arrival form: the release separately retains the electronic Immigration and Customs declaration.
    • The release labels CARICOM and other categories as service-charge exemptions, not eTA-application exemptions. A fee waiver therefore does not alter the mandatory eTA classification for a residual ordinary passport.
    • The Nevis Island Administration retains a generic online visa route for travellers who require a visa, but does not publish a current nationality schedule and does not narrow the later every-visitor eTA requirement. The eTA classification records the proven universal, mandatory pre-travel authorisation; it does not assert that a separately required visa can never also apply.

    Saint Kitts and Nevis ordinary passport: citizenship

    A Saint Kitts and Nevis citizen is classified as citizenship rather than a foreign visitor-visa relationship.

    • Immigration Act section 4 grants a citizen a right to enter at any time. This is not a finding about residence, work, diplomatic, emergency, or special-document processing.

    OECS Protocol Member ordinary passports: visa-free entry

    The five other catalog OECS Protocol Member State citizens have the statutory indefinite-entry permit; the eTA release confirms they need not apply for an eTA.

    • Immigration Act section 4(3), subject to statutory prohibited-person procedures, requires an immigration officer to grant an indefinite-entry permit to a Protocol Member State citizen.
    • The 2025 eTA release says OECS citizens need not apply for eTA, but they must complete the electronic Immigration and Customs declaration. This does not establish ordinary tourist treatment for non-Protocol CARICOM citizens, residents, diplomats, crew, transit, work, or special documents.
