    Exact residual non-ECOWAS ordinary-passport cohort: Sierra Leone tourist visa on arrival

    Sierra Leone's current official consular guidance makes a visa on arrival available to tourists and separately exempts ECOWAS visitors. The live National Tourist Board repeats that visitors do not need a pre-travel visa application, while the Finance Act defines the visa as issued at an airport or border crossing. Every passport in this exact residual is non-ECOWAS and therefore has the direct border-issued visitor route.

    • Use a valid ordinary passport with at least six months remaining for tourism or the stated potential-investor visitor purpose. The Embassy describes a stay not exceeding 30 days.
    • The Finance Act defines visa on arrival at an international airport or border crossing. The current Tourist Board says the policy operates for air, land and sea travel; port operation, carrier acceptance and individual admission still require current checks.
    • The Immigration Officer at the port of entry retains discretion to grant or deny admission. Health, security, accommodation, itinerary and sufficient-funds requirements remain separate.
    • ECOWAS ordinary passports are outside this policy and retain their separately documented visa-free treatment. Diplomatic, official and special documents, work, residence, study, transit and other purposes are not normalized here.
    • A separate electronic application is available for non-ECOWAS passports, but the official consular page independently permits direct visa-on-arrival access. The available border-issued route controls this single-status baseline.
    • Separately reviewed passport-specific statuses outside this exact residual cohort are not replaced by this policy; their more specific current evidence remains controlling.
    • The Embassy visa text has older page metadata but remains actively served within the current official 2026 site and is corroborated by the live 2026 Tourist Board visitor guidance; recheck if either authority publishes a replacement nationality schedule.
