Named ordinary passports: advance visitor visa required baseline
Belarus's MFA explicitly requires a visa unless a treaty or Presidential decision provides otherwise. After the current official bilateral, temporary-European, airport and exact e-visa exception lists are applied, this is the ordinary-passport short-visitor complement.
- This is a short-visitor ordinary-passport baseline, established by the MFA's express visa-unless-exception rule and the closed nationality scopes of the current official exception lists; it is not inferred merely from an online portal omission.
- The all-nationality Brest-Grodno programme is a separate up-to-15-day tourist-zone route that requires an advance Belarusian travel-agency document, booked tourist service and insurance; it does not create a general passport-wide visa-free baseline.
- A valid Belarus or Russian visa may be mutually recognized under the Union State Agreement when paired with a document recognized by both states. A Belarus or Russian residence permit or qualifying event document also has a separate document-conditioned no-visa route; e-visas cannot be used to enter Belarus from Russia.
- Minsk airport can issue a visa only after advance visa-support processing (normally at least two business days), so it is not normalized as an unconditioned visa-on-arrival entitlement.
- This policy establishes no work, study, residence, transit, diplomatic, service, special, emergency, refugee or other-document result. Visa issuance, sanctions/restrictions, health, security, document and final border-admission checks remain applicable.
