    Belarusian ordinary passport: citizen entry

    A person travelling on a Belarusian ordinary passport is classified as a Belarusian citizen, not under the foreign-visitor visa regime.

    • The Constitution gives Belarusian citizens a right to return without hindrance. This citizenship classification does not determine treatment where a dual national presents another passport.
    • It does not establish foreign-passport, residence, work, transit or final border-control treatment.

    Named ordinary passports: bilateral visitor visa-free baseline

    The MFA's current bilateral table expressly names these ordinary passport holders as visa-free, with the stated country-specific duration limits.

    • The MFA table gives the particular limits: Albania 30 days per entry and 90 per year; Argentina 90 per year; Brazil, Colombia, Mongolia, Qatar, UAE and Venezuela 90 days; Cuba, Laos, Montenegro, Myanmar, Oman, Serbia, Türkiye and Vietnam 30 days; Israel 90 in 180 days.
    • China is 30 days per entry and 90 days in a calendar year. Hong Kong and Macao are limited to their respective SAR passports as stated in the MFA table; this must not be generalized to other Chinese documents.
    • The source does not give one pooled duration for Armenia, Azerbaijan, Ecuador, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine or Uzbekistan; this candidate does not import durations from secondary materials.
    • Work, study, residence, transit, diplomatic, service, special, emergency and other-document rules are not established by this ordinary-passport visitor policy. Final admission and entry-document checks remain applicable.

    Named European ordinary passports: temporary visa-free entry through 31 December 2026

    The State Border Committee's current temporary programme waives visas for these named ordinary passports; this policy excludes North Macedonia because its bilateral MFA waiver already establishes its baseline.

    • Lithuanian and Latvian ordinary passport holders have the programme from 15 April 2022 and Poland from 1 July 2022: up to 90 days per visit and 90 days in a calendar year.
    • The remaining named passports have the programme from 19 July 2024: up to 30 days per entry and 90 days in a calendar year.
    • Entry and exit may use any Belarus international border checkpoint. Work, study or residence requires the appropriate Belarusian visa; transit to a third country is permitted except via Russia.
    • A valid document, medical insurance, stay funds, migration-card and final border-admission requirements continue to apply; diplomatic, service and special passports are outside this ordinary-passport policy.

    Named ordinary passports: airport-route visa-free entry up to 30 days

    The MFA's current 76-country airport programme provides a route-limited, ordinary-passport visa-free visitor option for this non-overlapping subset; it is not a general land-border waiver.

    • Entry and exit are only through Minsk National Airport, Airport Brest, Airport Gomel, Airport Grodno, Airport Mogilev or Airport Vitebsk. Arrival from, or planned flight to, Russia is excluded.
    • Stay is at most 30 calendar days and cannot be extended. The traveller needs an ordinary passport valid 90 days after departure, funds and Belarus-valid EUR 10,000 medical insurance.
    • For the airport programme, Egypt, Gambia, Haiti, India, Iran, Jordan, Lebanon, Namibia, Pakistan, Samoa, South Africa and Vietnam require a used multiple-entry EU/Schengen visa and an air ticket confirming departure from one of the stated Belarus airports within 30 days. Vietnam's separate bilateral waiver is prioritized in the preceding policy.
    • Diplomatic, service, special and equivalent passports are excluded. Registration and final border-admission checks continue to apply.

    Named ordinary passports: electronic visitor visa issued before travel

    The official E-Pasluga eligibility list and MFA guidance establish a genuine pre-travel electronic visa for these named ordinary passports after all visa-free priority routes are removed.

    • This is a single-entry individual electronic visa, issued for no more than 30 days, for business, specified events, private affairs or tourism. It is not merely an online filing system: the official service sends a PDF visa or a refusal decision.
    • Apply through E-Pasluga service 3.04.01 at least seven calendar days before entry, then print and carry the electronic visa. It is valid through all international Belarus checkpoints.
    • It does not establish work, study, residence, airport transit, diplomatic, service, special, emergency, refugee or other-document treatment. Entry from Russia on Belarus e-visas remains technically barred according to the MFA.
    • The all-nationality Brest-Grodno 15-day tourist-zone route and the Belarus-Russia visa/residence-document agreement are separate document- and route-conditioned alternatives; they do not change this nationality baseline.

    Named ordinary passports: advance visitor visa required baseline

    Belarus's MFA explicitly requires a visa unless a treaty or Presidential decision provides otherwise. After the current official bilateral, temporary-European, airport and exact e-visa exception lists are applied, this is the ordinary-passport short-visitor complement.

    • This is a short-visitor ordinary-passport baseline, established by the MFA's express visa-unless-exception rule and the closed nationality scopes of the current official exception lists; it is not inferred merely from an online portal omission.
    • The all-nationality Brest-Grodno programme is a separate up-to-15-day tourist-zone route that requires an advance Belarusian travel-agency document, booked tourist service and insurance; it does not create a general passport-wide visa-free baseline.
    • A valid Belarus or Russian visa may be mutually recognized under the Union State Agreement when paired with a document recognized by both states. A Belarus or Russian residence permit or qualifying event document also has a separate document-conditioned no-visa route; e-visas cannot be used to enter Belarus from Russia.
    • Minsk airport can issue a visa only after advance visa-support processing (normally at least two business days), so it is not normalized as an unconditioned visa-on-arrival entitlement.
    • This policy establishes no work, study, residence, transit, diplomatic, service, special, emergency, refugee or other-document result. Visa issuance, sanctions/restrictions, health, security, document and final border-admission checks remain applicable.

    Taiwan ordinary passports: named visa-on-arrival short visits

    Taiwan MOFA BOCA's current outbound schedule identifies these destinations as issuing visas at arrival to Taiwanese travellers, including stated pre-clearance routes.

    • BY, IR and UZ require the schedule's stated pre-clearance before a visa is issued on arrival; online pre-clearance followed by border issuance is normalized as visa_on_arrival.
    • CI requires online registration, fee payment and an emailed approval code before the visa is issued at Abidjan airport; it is therefore arrival issuance, not an eVisa under this taxonomy.
    • LR: apply online, then present the approval QR code at Roberts International Airport for biometric collection and the visa sticker. The Liberia Immigration Service directs applicants in a country with a Liberian embassy to that mission instead.
    • This does not establish work, residence, non-visitor, transit-only, special-document, carrier, health, funds or final-admission treatment.
