ECOWAS ordinary passports: visa-free entry to Niger under AES declaration
The AES Heads of State declared that ECOWAS nationals need no visa to enter the AES space, which includes Niger. ECOWAS later reported that its members and the three AES States agreed continuing free movement pending a new agreement.
- Applies only to nationals of the named ECOWAS State passport issuers holding ordinary passports for the normal visitor baseline.
- AES States retain power, under national law, to refuse entry to ECOWAS nationals falling within inadmissible-immigrant categories.
- The current MFA rule treats airport transit without leaving airport limits separately, and only permits a point-of-entry visa exceptionally on Interior Minister authorization for a person departing a country without a Niger mission; neither is a nationality-wide visitor route.
- This policy does not decide residence administration, employment, commercial vehicle, diplomatic, official/service, refugee, laissez-passer, special-document, health, security or individual-admissibility treatment.
