Official evidence timeline

One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa-free

ECOWAS ordinary passports: visa-free entry to Niger under AES declaration

The AES Heads of State declared that ECOWAS nationals need no visa to enter the AES space, which includes Niger. ECOWAS later reported that its members and the three AES States agreed continuing free movement pending a new agreement.

    • Applies only to nationals of the named ECOWAS State passport issuers holding ordinary passports for the normal visitor baseline.
    • AES States retain power, under national law, to refuse entry to ECOWAS nationals falling within inadmissible-immigrant categories.
    • The current MFA rule treats airport transit without leaving airport limits separately, and only permits a point-of-entry visa exceptionally on Interior Minister authorization for a person departing a country without a Niger mission; neither is a nationality-wide visitor route.
    • This policy does not decide residence administration, employment, commercial vehicle, diplomatic, official/service, refugee, laissez-passer, special-document, health, security or individual-admissibility treatment.
    14 passport nationalities covered

Benin, Burkina Faso, Cape Verde Islands, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Nigeria, Senegal, Sierra Leone, Togo

  2. Current official routeVisa required

Australian ordinary passports: expressly pre-departure visas

Smartraveller expressly requires these visas before arrival or travel.

    • TM also requires a letter of invitation, even for transit. TD and NE require a visa before arrival/travel.
    • This does not normalize work, residence, special documents, entry-point, security or final-admission requirements.
    1 passport nationalities covered

    Australia

  3. Current official routeVisa required

French ordinary passports: named advance visa routes

Current official material establishes advance mission processing or issuance for each listed French ordinary-passport visitor route.

    • AF: single-entry visas are issued by Afghanistan’s Embassy in France. KP: visa available through the DPRK General Delegation in France. LY: visa before arrival. SD: prior visa. SY: Syrian diplomatic or consular representation issues the visa. CG: obtain before departure; no arrival visa. SS: airlines may refuse boarding without a pre-departure visa and France-based applicants use the Paris embassy. CF: the CAR Paris Embassy processes the passport and short-stay application. GQ: no arrival visa and the Paris embassy states required documents. GW: French applications go to the Guinea-Bissau Embassy in Paris; its exceptional Bissau-airport route is not the standard France-resident route. LR: France residents apply through the Liberian Embassy. ML: Mali consulates in Paris or Lyon issue it; no arrival visa. NE: prior visa only; no arrival visa. NG: portal submission is followed by physical dossier submission to OIS Paris for processing. TD: diplomatic or consular mission issuance only; no border visa.
    • This records ordinary French-passport short-visitor routes only and does not normalize travel warnings, operational access, work, residence, special documents or final admission.
    1 passport nationalities covered

    France

  4. Current official routeVisa required

Moldovan ordinary passports: named advance consular visitor visas

Moldova MFA's current ordinary-passport table requires a visa and identifies diplomatic missions as the obtaining method for these destinations.

    • Apply through the relevant diplomatic mission and obtain the visitor visa before departure; this is an advance consular route, not an inference from generic visa wording.
    • Mission operation, invitation requirements, Syrian and Afghan governmental-transition issues, closures, routes through Transnistria, special documents and final admission remain separate.
    1 passport nationalities covered

    Moldova

  5. Current official routeVisa-free

Mauritanian ordinary passports: named reciprocal visa-free short visits

Mauritania's current MFA records reciprocal visa-waiver agreements, without a diplomatic/service-only limitation, for Libya, Tunisia, Mali, Niger, Côte d'Ivoire, Guinea-Bissau and Chad.

    • Use a valid Mauritanian ordinary passport. The MFA page expressly limits several other agreements to diplomatic and service passports but does not apply that limitation to these seven named destinations.
    • The MFA list establishes the visa-waiver route only; it does not establish duration, work, residence, transit, entry point, carrier requirements, document-recognition, mission availability or final admission conditions.
    • This conclusion rests on Mauritania's named reciprocal agreements, not on ECOWAS membership or a regional free-movement presumption.
    1 passport nationalities covered

    Mauritania

  6. Current official routeVisa-free

Rwandan ordinary passports: named visa-free short visits

Rwanda DGIE's current ordinary-passport schedule expressly records visa-free access for Bangladesh, Central African Republic, Côte d'Ivoire, Guinea-Bissau, Liberia, Mali and Niger. The Republic of the Congo row is classified separately from the controlling bilateral agreement.

    • This is limited to the named ordinary-passport rows in Rwanda DGIE's current outbound schedule; it is not inferred from EAC, AU, COMESA, bilateral or regional membership.
    • For CI, the destination MFA/SNEDAI pages describe a general applicant visa workflow but do not publish a Rwanda-specific override. Rwanda DGIE's passport-specific ordinary row says Visa not required, so the generic applicant route is not normalized as applying to this named visa-free passport.
    • Purpose, stay period, accepted document, special passports, carrier rules and final admission remain separate.
    1 passport nationalities covered

    Rwanda

  7. Current official routeVisa required

United States ordinary passport: expressly pre-travel visitor visas

Current State Department guidance expressly requires an ordinary U.S.-passport visitor to obtain a visa before travel to Liberia or Niger.

    • LR: all tourist visits require an advance visa; a traveler without one may be deported immediately.
    • NE: an advance visa is required; destination-specific passport, yellow-fever, security, carrier, entry-point, and final-admission conditions remain applicable.
    1 passport nationalities covered

    United States

Current FCDO guidance establishes an ordinary British-citizen visitor visa application through the stated embassy or advance process for the listed destinations.

    • KP: tourist travel is normally organised and the visa application is sent directly to the North Korean Embassy; current general-entry restrictions remain material.
    • TD, CG, GW, LR and NE: FCDO directs the British-citizen visitor to the named embassy/consular application route before travel.
    • IR: apply well in advance; a British-passport applicant must use an organised tour or an Iranian sponsor. Kish Island is a distinct travel-agency/approval-before-arrival exception, not a general waiver.
    1 passport nationalities covered

    United Kingdom

  9. Current official routeVisa required

Canadian ordinary passports: Mali and Niger advance visitor visas

Canada's current guidance expressly requires the ordinary Canadian visitor visa before arrival in Mali and before travel to Niger.

    • Obtain the visa before travelling: Mali requires it before arrival, and Niger before travel. This is neither a visa on arrival nor an eVisa merely because an application may be initiated online.
    • Work, residence, NGO registration, transit, special documents, carrier checks and final admission remain separate.
    1 passport nationalities covered

    Canada

  10. Current official routeVisa required

Spanish ordinary passports: Niger advance visitor visa

MAEC says Spanish travellers obtain Niger’s entry visa at the Embassy in Brussels and cannot obtain it at airport or land border.

    • The exceptional invitation-based flying-visa procedure is conditional and does not displace the normal advance embassy baseline.
    • Security, purpose, documents and final admission remain applicable.
    1 passport nationalities covered

    Spain

  11. Current official routeVisa required

Palestinian ordinary passports: 2026 advance-visa visitor cohort

The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.

    Palestinian Territory

    • The live Niger Embassy notice expressly names ordinary German-passport holders and directs them to lodge visa applications at Niger missions in Geneva, Ankara or Moscow.
    • Niger's Foreign Ministry states that normal filing is at a mission from the applicant's residence and gives a 15-day issuance time.
    • A border visa is exceptional, requires Interior Ministry authorisation, and is limited to departure from a country without a Niger diplomatic or consular mission; it is not the normal visitor baseline.
    • Diplomatic, service, transit, bilateral or community-exempt, residence, work and final-admission treatment are outside this classification.

    Germany

  18. Current official routeVisa required

Japanese ordinary passports: Niger advance visitor visa

Seychellois passports: named advance visitor-visa cohort

    • Applies to the ordinary Seychellois passport short-visitor baseline in the Ministry's current named list.
    • The schedule's wording requires a visa before entry but does not establish an electronic or border-issued route, so this is normalized only as advance visa required.
    • Mission availability, individual grant, document, route, transit, work, residence, diplomatic, official and special-passport treatment remain outside scope.

Colombian ordinary passports: Niger advance visitor visa

Colombia's current country-specific visitor table and Niger's Foreign Ministry both establish the ordinary visitor baseline as an advance consular Nigerien visa.

    • Colombia's current table says there is no conditional Colombian exemption and that neither eVisa nor visa on arrival is available for this route.
    • Niger's Foreign Ministry says visas are normally requested from its diplomatic or consular representation. Its exceptional border route requires Interior Minister authorisation and is not treated as the ordinary Colombian-passport baseline.
    • Work, residence, transit, diplomatic, official, service and special-document treatment, carrier requirements and final admission remain outside scope.
