Puerto Rico and U.S. Virgin Islands: Visa Waiver Program ESTA
CBP confirms that VWP-country citizens traveling for short business or tourism to Puerto Rico or the U.S. Virgin Islands require approved ESTA.
- Only tourism or business stays of 90 days or less under the federal VWP are covered; ESTA must be approved before travel.
- A compliant e-passport is required. Current federal disqualifications include specified prior travel/presence and certain dual nationalities; an approved ESTA does not guarantee admission.
- Work, study for credit, residence, diplomatic/official, crew, special-document and a visitor-visa route are outside this policy.

- Submit an ESTA application before travel.
- Travel on an eligible e-passport for a permitted VWP purpose.
- Request admission from CBP on arrival.
