    PP 10998 full ordinary-visitor entry suspension

    PP 10998 fully suspends the specified nationals' and Palestinian Authority document holders' ordinary visitor entry and visa issuance, subject to its express grandfathering and exceptions.

    • The suspension took effect at 12:01 a.m. EST on 2026-01-01 and applies only to people outside the United States then who lacked a valid visa; PP 10998 does not revoke earlier visas.
    • Categorical exceptions include lawful permanent residents, specified diplomatic or official visa holders, qualifying special immigrant visas, and certain major-sporting-event participants.
    • The immigrant-visa exception for ethnic and religious minorities facing persecution in Iran applies only to the Iran relationship.
    • A dual national is outside the restriction when travelling on a passport issued by a country not designated by PP 10998.
    • The Attorney General, Secretary of State, or Secretary of Homeland Security may grant an individual critical-national-interest or national-interest exception under the proclamation.
    • The proclamation does not limit asylum, refugee status, withholding of removal, or Convention Against Torture protection under United States law.
    • For PS, the full restriction attaches to travel on Palestinian Authority-issued or -endorsed travel documents, not nationality alone.

    Puerto Rico and U.S. Virgin Islands: Visa Waiver Program ESTA

    CBP confirms that VWP-country citizens traveling for short business or tourism to Puerto Rico or the U.S. Virgin Islands require approved ESTA.

    • Only tourism or business stays of 90 days or less under the federal VWP are covered; ESTA must be approved before travel.
    • A compliant e-passport is required. Current federal disqualifications include specified prior travel/presence and certain dual nationalities; an approved ESTA does not guarantee admission.
    • Work, study for credit, residence, diplomatic/official, crew, special-document and a visitor-visa route are outside this policy.

    A U.S. citizen or national is not an alien for federal immigration law; American Samoa also gives U.S. citizens a document route rather than a foreign visitor permit.

    • Residence, identity-document alternatives, military orders, emergency waivers, inspection and final admission are not normalized.

    Federal law explicitly removes the visitor visa requirement for Canadian citizens and eligible FSM/RMI/Palau Compact citizens; U.S. passport holders are not aliens.

    • For Canada, the exemption is for Canadian citizens, not Canadian permanent residents; E, K, S and V classifications are excluded.
    • For FM, MH and PW, this is an eligible Compact-citizen route, not one for every country-issued document. RMI citizenship/acquisition, passport-sale and adoption exclusions; FSM spouse/child exclusions; and Palau official-passport conditions remain material.
    • Inspection, admissibility, work, residence, crew, transit, official/special documents and final admission remain outside these visitor baseline policies.

    The federal documentary regulation expressly requires a valid visa of each arriving nonimmigrant alien except its stated classes; this cohort is outside the U.S., Canadian, Compact and VWP cohorts.

    • This ordinary short-visitor baseline requires a valid unexpired U.S. nonimmigrant visa and passport. A qualifying residence, special document, crew, transit, emergency waiver or individual immigration classification is not normalized into passport-wide access.
    • No eVisa, routine visa-on-arrival or universal electronic authorization is established. Consular issuance and final CBP admission remain required.

    Federal territories: Bahamian preclearance visitor no-visa route

    The federal regulation creates a route-conditioned visitor no-visa exception for Bahamian nationals inspected by a U.S. immigration officer in the Bahamas before or at embarkation.

    • A passport is required. Before or at embarkation on a vessel or aircraft, the traveller must satisfy the examining U.S. immigration officer in the Bahamas that they are clearly and beyond doubt otherwise admissible.
    • This is not an unqualified waiver: other origins, travel modes, work, residence, transit and final admission remain outside the policy.
