Approved September 2025 additional ordinary passports: visa on arrival
MHAISS's approved 23 September 2025 notice expressly adds this catalog cohort to Visa-on-Arrival eligibility at designated ports. Its online e-services reference is an application for VOA, not proof of an electronically issued advance visa.
- The official additional-country notice says these nationals are now eligible to obtain visas on arrival at designated ports and directs them to the e-services portal for an optional VOA application. It therefore does not establish an ETA or a mandatory pre-travel eVisa.
- The FAQ visitor requirements, 90-days-in-a-calendar-year visitor-permit cap, extension-before-expiry procedure, six-month passport validity and three clean VOA passport pages apply. Carry accommodation/invitation, funds, itinerary/onward evidence, insurance and child documentation as applicable.
- VOA is only at designated ports; the FAQ and Version 4 differ about whether Lüderitz Harbour is in the current set, so travellers must check the operating port. Fees were announced as subject to a later implementation notice. This excludes work, residence, business-only, transit, diplomatic, official, service and special-document routes.
