  1. Visa on arrival

    Approved September 2025 additional ordinary passports: visa on arrival

    MHAISS's approved 23 September 2025 notice expressly adds this catalog cohort to Visa-on-Arrival eligibility at designated ports. Its online e-services reference is an application for VOA, not proof of an electronically issued advance visa.

    • The official additional-country notice says these nationals are now eligible to obtain visas on arrival at designated ports and directs them to the e-services portal for an optional VOA application. It therefore does not establish an ETA or a mandatory pre-travel eVisa.
    • The FAQ visitor requirements, 90-days-in-a-calendar-year visitor-permit cap, extension-before-expiry procedure, six-month passport validity and three clean VOA passport pages apply. Carry accommodation/invitation, funds, itinerary/onward evidence, insurance and child documentation as applicable.
    • VOA is only at designated ports; the FAQ and Version 4 differ about whether Lüderitz Harbour is in the current set, so travellers must check the operating port. Fees were announced as subject to a later implementation notice. This excludes work, residence, business-only, transit, diplomatic, official, service and special-document routes.

    Named ordinary passports: visa-free holiday visitors

    The current MHAISS Visa Fact Sheet expressly places this all-passport cohort on its holiday visa-exemption list under the 1 April 2025 reciprocity framework.

    • The fact sheet describes this as holiday travel and lists all passport types; this policy only normalizes the catalog's ordinary passports. It establishes neither work, residence, business-only, study, transit, diplomatic, official, service, refugee nor other special-document treatment.
    • A visitor permit issued at entry may not exceed 90 days in a calendar year. The FAQ requires a valid passport (normally six months; two clean pages for the general tourist list), accommodation or invitation evidence, funds, itinerary/onward evidence, insurance and any child documents; admission remains discretionary.
    • The online Visa-on-Arrival portal may offer a voluntary application to an otherwise exempt traveller. It is not a required ETA or visa and does not displace this direct exemption.

    Named ordinary passports: visa on arrival

    MHAISS's current named schedule says this cohort may obtain a visa on arrival, while allowing an optional pre-departure eVisa. Because a border-issuance route is directly available, it is normalized as visa_on_arrival rather than evisa.

    • This is the MHAISS named non-exempt cohort. It can obtain an arrival visa or, optionally, an eVisa before travel; the latter optional alternative does not convert the direct arrival route into evisa for this taxonomy.
    • The visitor route is for holiday/tourist travel. The FAQ sets a visitor-entry permit ceiling of 90 days in each calendar year, allows an extension application before expiry, and requires the ordinary visitor documents, funds, accommodation/invitation, onward itinerary and insurance. A VOA applicant needs a passport valid at least six months and three clean pages.
    • VOA is only at designated ports. The FAQ lists Hosea Kutako airport, Ariamsvlei, Impalila, Katima Mulilo, Mohembo, Ngoma, Noordoewer, Oshikango, Oranjemund, Trans-Kalahari, Walvis Bay Harbour and Walvis Bay airport; Version 4 additionally lists Lüderitz Harbour. Recheck the operating port because current MHAISS documents disagree on that port.
    • The September notice said the pre-existing manual VOA fee was N$1,600 and approved an additional N$400, with implementation of the increase to be announced. Fees, security/admissibility and border-officer decisions remain variable. Work, residence, business-only, transit, diplomatic, official, service and special-document routes are excluded.

    Other foreign ordinary passports: mandatory pre-travel eVisa

    The current MHAISS fact sheet supplies an explicit default: a passport absent from every exemption and VOA list cannot use VOA and must obtain an eVisa before travel. This is an exhaustive official complement, not inference from silence.

    • This residual cohort is defined only by the fact sheet's exhaustive rule: it is not on any listed exemption or VOA list, cannot apply for VOA, and must obtain an eVisa before travel. It does not support a consular-visa, VOA, ETA or visa-free alternative.
    • The FAQ says online visa processing is five business days and an approved eVisa must be printed for the immigration officer. The visitor permit at entry may not exceed 90 days in a calendar year; extensions are requested before expiry.
    • Use only gazetted entry ports and carry the general visitor passport, accommodation/invitation, funds, itinerary/onward, insurance and child documents. Work, residence, business-only, transit, diplomatic, official, service, refugee and special-document routes are outside this ordinary visitor policy; all admission remains discretionary.

    Namibian citizen: outside foreign-visitor visa requirement

    The Immigration Control Act's ordinary entry rule expressly excepts a person proved to be a Namibian citizen from the foreign-visa requirement.

    • This classification only records the statutory exception to the foreign-visitor visa requirement. It does not decide documentary proof, a dual national travelling on another passport, departure controls, security screening or individual admission matters.
    • The Act permits the Minister to make or withdraw category exemptions and does not displace other immigration-control powers.
