    Montenegro: Article 1 named passport issuers visa-free for 90 days

    The current consolidated Regulation's Article 1 grants the listed passport issuers up to 90 days visa-free entry, transit and stay with a valid travel document. This list reflects the consolidated text through Gazette 108/2026, rather than the superseded 2025 web list.

    • Valid ordinary travel document issued by the competent authority of the named issuer is required; maximum stay is 90 days.
    • Hong Kong and Macao are included only because Article 1 expressly names valid travel documents issued by those Special Administrative Regions; this does not infer citizenship from a territory code.
    • Identity-card, refugee/stateless-document, diplomatic/service-document, third-country visa, residence-permit and APEC-card routes are separate conditional rules and are not generalized by this ordinary-passport policy.
    • Passport validity, purpose, funds, security checks and final border-admission requirements remain applicable.
