    Montenegro: four temporary ordinary-passport waivers end on 1 November 2026

    The MFA expressly says Belarusian, Russian, Saudi and Turkish nationals require a visa from 1 November 2026, returning these ordinary passports to the Article 4 baseline.

    • This future-dated policy must not displace the current 30-day visa-free route through 31 October 2026.
    • The announcement also names China, whose ordinary-passport baseline is already visa-required; China's temporary organized-group and business-document exceptions remain separately conditioned through 31 October.
    • The Article 4 advance visa is issued through a diplomatic or consular mission; no current electronic-issuance route is established.

    Montenegro: Kazakh ordinary passports require a visa after the 2026 seasonal waiver

    After the official seasonal waiver ends on 1 October 2026, Kazakhstan returns to Montenegro's explicit Article 4 advance-visa baseline.

    • This future-dated policy must not displace the current seasonal visa-free route on or before 1 October 2026.
    • The MFA's Kazakhstan page identifies visa-required as the normal baseline; the Article 4 rule requires an advance Montenegro visa and does not establish eVisa issuance.

    Montenegro: Kazakh ordinary passports temporarily visa-free for 30 days

    Montenegro MFA's Kazakhstan-specific page states that the ordinary visa baseline is temporarily waived from 1 May to 1 October 2026 for stays up to 30 days.

    • Up to 30 days with a valid Kazakh travel document only during the official 1 May to 1 October 2026 seasonal period.
    • The MFA page states the normal Kazakhstan baseline is visa required; recheck the exact end-of-period treatment before travel after 1 October 2026.

    Montenegro: Article 1 named passport issuers visa-free for 90 days

    The current consolidated Regulation's Article 1 grants the listed passport issuers up to 90 days visa-free entry, transit and stay with a valid travel document. This list reflects the consolidated text through Gazette 108/2026, rather than the superseded 2025 web list.

    • Valid ordinary travel document issued by the competent authority of the named issuer is required; maximum stay is 90 days.
    • Hong Kong and Macao are included only because Article 1 expressly names valid travel documents issued by those Special Administrative Regions; this does not infer citizenship from a territory code.
    • Identity-card, refugee/stateless-document, diplomatic/service-document, third-country visa, residence-permit and APEC-card routes are separate conditional rules and are not generalized by this ordinary-passport policy.
    • Passport validity, purpose, funds, security checks and final border-admission requirements remain applicable.

    Montenegro: Peruvian ordinary passport visa-free for 30 days

    Article 3 of the current consolidated Regulation allows Peruvian nationals to enter, transit and stay for up to 30 days with a valid travel document under the reciprocal-travel agreement.

    • Up to 30 days with a valid travel document issued by the competent Peruvian authority, under the reciprocal-travel agreement named in Article 3.
    • This does not extend to diplomatic/service documents, residence, work or other purposes outside the ordinary short-visitor baseline.

    Montenegro: Belarusian and Russian ordinary passports temporarily visa-free for 30 days

    Article 3a preserves a 30-day visa-free ordinary-travel-document route for Belarus and Russia only through 31 October 2026; the MFA announces visa requirement from 1 November 2026.

    • Up to 30 days with a valid travel document issued by the competent authority, pursuant to the reciprocal-travel agreements named in Article 3a.

    Montenegro: Article 4 ordinary-passport visa baseline

    For every remaining catalog issuer, Article 4 expressly requires a valid foreign travel document containing a visa. Montenegro's published issuance guidance describes consular issuance, so this is not promoted as an eVisa merely because application support may be arranged online or through a service centre.

    • Article 4 is an express residual rule, not an inference from omission: a valid foreign travel document containing a Montenegro visa is required.
    • No eVisa policy is proposed. The MFA guidance describes visa issuance through diplomatic and consular missions; online filing or a VFS application centre would not itself establish electronic issuance.
    • For China, Article 6 separately preserves, only through 31 October 2026, 30-day visa-free entry for organized tourist groups with paid-arrangement and return proof, or business-passport holders with an invitation. Those condition-bound routes do not convert the ordinary baseline to visa-free.
    • Articles 7, 9, 10, 11, 12 and 12a contain separate third-country-visa, residence, special-document, refugee/stateless, diplomatic/service and accreditation exceptions; none changes this ordinary nationality baseline.
    • Passport validity, stated purpose, documentation, security checks, visa approval and final border admission remain separate requirements.
