How this access rule is documented

Montenegrin ordinary passports: named visa-free short visits

Current official Montenegro and Ukrainian MFA guidance records visa-free short visits for Montenegrin citizens to Bosnia and Herzegovina, Kosovo, Panama and Ukraine.

    • Use a valid ordinary Montenegrin passport; this does not transfer a Serbia-and-Montenegro or any other legacy document rule.
    • Bosnia and Herzegovina, Kosovo and Panama allow up to 90 days. Ukraine allows up to 90 days in any 180-day period from first entry.
    • Ukraine's visa classification does not determine border-route availability, martial-law controls, travel safety, carrier rules or final admission. For every destination, work, residence, special passports, transit and final admission remain separate.
  2. Current official routeVisa-free

Listed foreign ordinary passports: visa-free short visit

Kosovo's live MFA schedule names these nationalities as not requiring a short-stay visa, subject to the separately recorded signed amendments and special-document limits.

    • This is an ordinary-passport short-visitor classification. The MFA's web contact form and downloadable application do not establish an eVisa, ETA, or visa-on-arrival route.
    • The Interior Ministry permits a short stay of up to 90 days in every 180 days, subject to a valid travel document, stated purpose, means, address registration, security checks, and final admission.
    • The MFA separately lists biometric-ID-card and Schengen-document routes. Those document-conditioned exceptions do not broaden this ordinary-passport policy.
    • Fiji remains unresolved because its later signed amendment makes effectiveness conditional on Gazette publication; Botswana, Namibia, and South Africa are covered by the signed 2024 amendment instead.
