    A Kosovo national travelling on a Kosovo ordinary passport is classified as citizenship rather than as a foreign visitor-visa relationship.

    • Article 35 says a Kosovo citizen may not be denied entry. This does not classify a dual national presenting another country's travel document.
    • Residence, work, transit, diplomatic, official, service, refugee, emergency-document and final border-admission treatment are outside this classification.

    • This is an ordinary-passport short-visitor classification. The MFA's web contact form and downloadable application do not establish an eVisa, ETA, or visa-on-arrival route.
    • The Interior Ministry permits a short stay of up to 90 days in every 180 days, subject to a valid travel document, stated purpose, means, address registration, security checks, and final admission.
    • The MFA separately lists biometric-ID-card and Schengen-document routes. Those document-conditioned exceptions do not broaden this ordinary-passport policy.
    • Fiji remains unresolved because its later signed amendment makes effectiveness conditional on Gazette publication; Botswana, Namibia, and South Africa are covered by the signed 2024 amendment instead.

    • The MFA's express complement, not mere omission from a list, supports this baseline. The application must be submitted in person to the relevant Kosovo diplomatic or consular mission; no eVisa, ETA, or nationality-wide arrival-visa route is established.
    • The published process requires an original application, travel document, purpose, accommodation or means, insurance, and other supporting evidence. Possession of a visa does not automatically confer entry.
    • A valid biometric Schengen residence permit or valid multiple-entry Schengen visa can create a separate 15-day document-conditioned exemption. It does not change this passport-only baseline.
    • Russia is expressly excluded from that Schengen-document exception by the Gazette decision. Diplomatic, official, refugee, stateless, UN/NATO/OSCE/EU travel-document, identity-card, residence, work, and transit-specific routes are outside this classification.
