How this access rule is documented

  1. Current official routeVisa-free

Norwegian ordinary passports: named visa-free short visits

Current Norwegian Foreign Ministry guidance expressly grants these Norwegian-passport short-visitor visa exemptions.

    • BA, XK, TN and UA: up to 90 days on the respective Norwegian Foreign Ministry guidance; XK uses a six-month reference period and UA a 180-day reference period. PA is visa-free for Norwegian citizens visiting Panama, with ordinary tourist stays stated as up to 90 days.
    • TN is expressly for tourism. UA has severe security and operational risks, including martial-law conditions, which do not change the recorded short-visitor visa status. Work, residence, special passports, transit, carrier rules and final admission remain separate.
  2. Current official routeVisa-free

Listed foreign ordinary passports: visa-free short visit

Kosovo's live MFA schedule names these nationalities as not requiring a short-stay visa, subject to the separately recorded signed amendments and special-document limits.

    • This is an ordinary-passport short-visitor classification. The MFA's web contact form and downloadable application do not establish an eVisa, ETA, or visa-on-arrival route.
    • The Interior Ministry permits a short stay of up to 90 days in every 180 days, subject to a valid travel document, stated purpose, means, address registration, security checks, and final admission.
    • The MFA separately lists biometric-ID-card and Schengen-document routes. Those document-conditioned exceptions do not broaden this ordinary-passport policy.
    • Fiji remains unresolved because its later signed amendment makes effectiveness conditional on Gazette publication; Botswana, Namibia, and South Africa are covered by the signed 2024 amendment instead.
