    Philippine ordinary passport: Kosovo advance consular visa required

    Kosovo's current MFA platform omits the Philippines from its visa-free country list and directs unlisted foreign nationals to apply in person to the relevant mission before the visit.

    • The live schedule gives an explicit complement: a visitor who is not a citizen of a listed visa-free country and does not fall within a special category must apply for a Kosovo visa.
    • The current page requires in-person submission to the relevant diplomatic or consular mission no later than three months before the visit. It does not establish eVisa, ETA, or a Philippine-passport visa-on-arrival route.
    • A valid multiple-entry Schengen visa or qualifying biometric Schengen residence permit creates a separate document-conditioned exemption; it does not change the ordinary Philippine-passport baseline.
    • Diplomatic, official, special travel document, work, residence, transit, and final-admission rules are outside this classification.

    Other foreign ordinary passports: advance consular visa required

    For these ordinary passports, Kosovo's MFA gives an express visa-required complement and requires an in-person application to the relevant diplomatic or consular mission before a visit or transit.

    • The MFA's express complement, not mere omission from a list, supports this baseline. The application must be submitted in person to the relevant Kosovo diplomatic or consular mission; no eVisa, ETA, or nationality-wide arrival-visa route is established.
    • The published process requires an original application, travel document, purpose, accommodation or means, insurance, and other supporting evidence. Possession of a visa does not automatically confer entry.
    • A valid biometric Schengen residence permit or valid multiple-entry Schengen visa can create a separate 15-day document-conditioned exemption. It does not change this passport-only baseline.
    • Russia is expressly excluded from that Schengen-document exception by the Gazette decision. Diplomatic, official, refugee, stateless, UN/NATO/OSCE/EU travel-document, identity-card, residence, work, and transit-specific routes are outside this classification.

How to apply

Apply in person no later than three months before the visit; no decision-time promise is published.

  1. Apply in person to the relevant Kosovo diplomatic or consular mission.
  2. Submit the completed original application and the requested travel, purpose, accommodation or means, insurance, and supporting documents.
  3. Receive the visa decision before travel; possession of a visa does not automatically confer entry.
