    Montenegro: Belarusian and Russian ordinary passports temporarily visa-free for 30 days

    Article 3a preserves a 30-day visa-free ordinary-travel-document route for Belarus and Russia only through 31 October 2026; the MFA announces visa requirement from 1 November 2026.

    • Up to 30 days with a valid travel document issued by the competent authority, pursuant to the reciprocal-travel agreements named in Article 3a.
    • This time-limited policy must not be used for travel on or after 1 November 2026; the MFA says a visa then becomes required.
