Montenegro: Article 4 ordinary-passport visa baseline
For every remaining catalog issuer, Article 4 expressly requires a valid foreign travel document containing a visa. Montenegro's published issuance guidance describes consular issuance, so this is not promoted as an eVisa merely because application support may be arranged online or through a service centre.
- Article 4 is an express residual rule, not an inference from omission: a valid foreign travel document containing a Montenegro visa is required.
- No eVisa policy is proposed. The MFA guidance describes visa issuance through diplomatic and consular missions; online filing or a VFS application centre would not itself establish electronic issuance.
- For China, Article 6 separately preserves, only through 31 October 2026, 30-day visa-free entry for organized tourist groups with paid-arrangement and return proof, or business-passport holders with an invitation. Those condition-bound routes do not convert the ordinary baseline to visa-free.
- Articles 7, 9, 10, 11, 12 and 12a contain separate third-country-visa, residence, special-document, refugee/stateless, diplomatic/service and accreditation exceptions; none changes this ordinary nationality baseline.
- Passport validity, stated purpose, documentation, security checks, visa approval and final border admission remain separate requirements.
