Albania: ordinary passports not named in MEFA's table, electronic-visa baseline
MEFA expressly says foreign citizens from countries not included in its table must have a visa before travel and directs applicants to its official eVisa service. That service offers an electronic visa, generated and sent by email after approval, establishing the residual advance eVisa route without using table omission alone as the rule.

- Conditional visa-free treatment based on used third-country visas, residence permits, Schengen status, UAE residence or specified EU travel documents remains separate and is not generalized here.
- The policy is ordinary passport, short visitor Type C only. Work, residence, airport transit, crew, diplomatic/service/special passports, sanctions, travel-document recognition, passport validity and final admission remain separate conditions.
