Official evidence timeline

One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa-free

Barbadian ordinary passports: Liberia visa-free business or leisure travel

Barbados' Foreign Affairs Ministry states that the 18 March 2026 Barbados-Liberia agreement eliminates visa requirements for Barbadian business or leisure travel.

    • Applies to a Barbadian ordinary passport holder travelling for the business or leisure purposes stated in the announcement.
    • The source describes the jointly signed agreement as eliminating visa requirements, but does not publish a common maximum stay or separate instrument-of-entry details.
    • Work, residence, diplomatic, official, service, special-document and final-admission treatment remain outside scope.

  2. Current official routeVisa-free

ECOWAS and continuing AES ordinary passports: visa-free entry to Liberia

Liberia’s National Tourism Authority says ECOWAS citizens may enter without a visa. The ECOWAS withdrawal arrangement continues visa-free movement for Burkina Faso, Mali and Niger citizens, extending the supported foreign cohort to all 14 former/continuing ECOWAS issuers.

    • Applies only to the named foreign ordinary passports for the normal short-visitor baseline.
    • The AES-transition treatment for Burkina Faso, Mali and Niger is expressly pending full future-relation modalities; ECOWAS calls it effective until further notice.
    • Passport validity (the tourism authority advises six months and a blank page), border inspection, health requirements, security controls and individual admissibility remain applicable.
    • This policy does not establish residence, work, business-specific, transit, crew, diplomatic, official/service, refugee, laissez-passer, special-document or citizenship treatment.

Benin, Burkina Faso, Cape Verde Islands, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo

  3. Current official routeVisa required

Irish ordinary passports: expressly pre-departure mission visas

DFA guidance establishes an advance mission-application or pre-flight possession requirement for these ordinary Irish-passport visitor routes.

    • GW: applications are made in person at Guinea-Bissau diplomatic missions in Paris or Lisbon. LR: applications from Ireland are submitted to the Liberian Embassy in London.
    • SS: the DFA says a visitor cannot fly to Juba without a valid visa, establishing that the visa must be held before departure; the page does not normalize any online filing channel as electronic issuance.
    • Visitor purpose, document, sponsor, registration, health, security and final-admission conditions remain applicable.
    1 passport nationalities covered

    Ireland

  4. Current official routeVisa required

German ordinary passports: named advance visa routes

The Federal Foreign Office expressly requires pre-departure mission issuance for each listed German ordinary-passport visitor route.

    • KP: entry is limited to organized travel with assigned guides or interpreters and Foreign Ministry permission; tourist cases are handled by the travel agency, require a Korean-side invitation, and embassy issuance normally takes at least four weeks. LY: apply at the Libyan Embassy in Berlin for a Germany-based applicant. CG: apply before entry at the Republic of the Congo Embassy in Berlin. SS: apply before entry at the South Sudan Embassy in Berlin. CF: apply before entry at the competent Central African Embassy in Paris. LR: visa-on-arrival issuance has ended; Germany-based travellers apply at the Liberian Embassy in Berlin. ML: apply at a Malian foreign mission in Germany.
    • This does not normalize travel warnings, operational access, invitations, special documents, work, residence, transit or final admission.
    1 passport nationalities covered

    Germany

  5. Current official routeVisa required

French ordinary passports: named advance visa routes

Current official material establishes advance mission processing or issuance for each listed French ordinary-passport visitor route.

    • AF: single-entry visas are issued by Afghanistan’s Embassy in France. KP: visa available through the DPRK General Delegation in France. LY: visa before arrival. SD: prior visa. SY: Syrian diplomatic or consular representation issues the visa. CG: obtain before departure; no arrival visa. SS: airlines may refuse boarding without a pre-departure visa and France-based applicants use the Paris embassy. CF: the CAR Paris Embassy processes the passport and short-stay application. GQ: no arrival visa and the Paris embassy states required documents. GW: French applications go to the Guinea-Bissau Embassy in Paris; its exceptional Bissau-airport route is not the standard France-resident route. LR: France residents apply through the Liberian Embassy. ML: Mali consulates in Paris or Lyon issue it; no arrival visa. NE: prior visa only; no arrival visa. NG: portal submission is followed by physical dossier submission to OIS Paris for processing. TD: diplomatic or consular mission issuance only; no border visa.
    • This records ordinary French-passport short-visitor routes only and does not normalize travel warnings, operational access, work, residence, special documents or final admission.

    France

  6. Current official routeVisa required

Dutch ordinary passports: expressly pre-departure mission visas

Official Dutch guidance establishes a mission application/issuance route before travel for the listed ordinary Dutch-passport visitor cases.

    • AF: apply at Afghanistan's embassy in The Hague. LR: apply at Liberia's embassy in Brussels. TD: apply at Chad's embassy in Brussels.
    • BD: the Dutch guidance points to the official portal and Bangladesh Embassy in The Hague; Bangladesh's government portal requires an online form to be printed and taken with documents and fees to a Bangladesh mission or visa office, so the online form is not itself an eVisa.
    • This excludes work, residence, transit, special documents and final admission.
    1 passport nationalities covered

    Netherlands

  7. Current official routeVisa on arrival

Taiwan ordinary passports: named visa-on-arrival short visits

Taiwan MOFA BOCA's current outbound schedule identifies these destinations as issuing visas at arrival to Taiwanese travellers, including stated pre-clearance routes.

    • BY, IR and UZ require the schedule's stated pre-clearance before a visa is issued on arrival; online pre-clearance followed by border issuance is normalized as visa_on_arrival.
    • CI requires online registration, fee payment and an emailed approval code before the visa is issued at Abidjan airport; it is therefore arrival issuance, not an eVisa under this taxonomy.
    • LR: apply online, then present the approval QR code at Roberts International Airport for biometric collection and the visa sticker. The Liberia Immigration Service directs applicants in a country with a Liberian embassy to that mission instead.
    • This does not establish work, residence, non-visitor, transit-only, special-document, carrier, health, funds or final-admission treatment.
    1 passport nationalities covered

    Taiwan (Chinese Taipei)

  8. Current official routeVisa on arrival

Moldovan ordinary passports: named arrival visitor visas

Moldova MFA records visas on arrival for Comoros and Liberia; the Côte d'Ivoire and Gabon destination portals establish that their online preapproval routes end in issuance at the airport.

    • For Liberia, Moldova MFA states that the online form and printed confirmation are mandatory before the visa-on-arrival step. For Comoros, it records visa on arrival.
    • For Côte d'Ivoire, board with approved pre-enrolment and complete biometrics at Abidjan, where the visa is printed and issued. For Gabon, obtain a DGDI Travel Authorization Receipt before travel; the sticker is delivered and paid for on arrival at Libreville airport.

  9. Current official routeVisa-free

Rwandan ordinary passports: named visa-free short visits

Rwanda DGIE's current ordinary-passport schedule expressly records visa-free access for Bangladesh, Central African Republic, Côte d'Ivoire, Guinea-Bissau, Liberia, Mali and Niger. The Republic of the Congo row is classified separately from the controlling bilateral agreement.

    • This is limited to the named ordinary-passport rows in Rwanda DGIE's current outbound schedule; it is not inferred from EAC, AU, COMESA, bilateral or regional membership.
    • For CI, the destination MFA/SNEDAI pages describe a general applicant visa workflow but do not publish a Rwanda-specific override. Rwanda DGIE's passport-specific ordinary row says Visa not required, so the generic applicant route is not normalized as applying to this named visa-free passport.
    • Purpose, stay period, accepted document, special passports, carrier rules and final admission remain separate.
    1 passport nationalities covered

    Rwanda

  10. Current official routeCitizenship

    Liberian ordinary passport: citizenship entry

The Constitution gives every Liberian citizen the right to enter Liberia at any time.

    • Applies only to a traveller whose ordinary passport establishes Liberian citizenship. It is a citizenship classification, not a visa waiver for foreign nationals or special documents. Border inspection and admission controls remain separate.
    1 passport nationalities covered

    Liberia

  11. Current official routeVisa required

United States ordinary passport: expressly pre-travel visitor visas

Current State Department guidance expressly requires an ordinary U.S.-passport visitor to obtain a visa before travel to Liberia or Niger.

    • LR: all tourist visits require an advance visa; a traveler without one may be deported immediately.
    • NE: an advance visa is required; destination-specific passport, yellow-fever, security, carrier, entry-point, and final-admission conditions remain applicable.
    1 passport nationalities covered

    United States

  12. Current official routeVisa required

British citizen passports: specified advance visitor visas

Current FCDO guidance establishes an ordinary British-citizen visitor visa application through the stated embassy or advance process for the listed destinations.

    • KP: tourist travel is normally organised and the visa application is sent directly to the North Korean Embassy; current general-entry restrictions remain material.
    • TD, CG, GW, LR and NE: FCDO directs the British-citizen visitor to the named embassy/consular application route before travel.
    • IR: apply well in advance; a British-passport applicant must use an organised tour or an Iranian sponsor. Kish Island is a distinct travel-agency/approval-before-arrival exception, not a general waiver.
    1 passport nationalities covered

    United Kingdom

  13. Current official routeVisa required

Spanish ordinary passports: Liberia advance visitor visa

MAEC says Spanish passports need a Liberian visa and that it cannot be obtained at the airport.

    • MAEC directs travellers to the Liberian Honorary Consulate in Madrid for the visa.
    • This excludes residence, work, special documents and final admission.
    1 passport nationalities covered

    Spain

  14. Current official routeVisa required

Belgian ordinary passports: Chad, Liberia and Niger advance visitor visas

    • TD: apply to the Chadian Embassy in Brussels. LR: obtain the visa from the Liberian Embassy in Brussels before travel. NE: enter with a visa issued by the Nigerien embassy.
    • Work, residence, diplomatic or service passports, carrier checks and final admission remain separate from this ordinary short-visitor baseline.

    1 passport nationalities covered

    Austria

  16. Current official routeVisa required

Kuwaiti ordinary passports: advance embassy visa destinations

Kuwait's current government table directs ordinary Kuwaiti passport holders to obtain an embassy-issued visa before visiting these destinations.

    • Ordinary Kuwaiti passport and short visitor travel; apply through the relevant embassy before departure, with final issuance and admission remaining discretionary.
    1 passport nationalities covered

    Kuwait

  17. Current official routeVisa required

Palestinian ordinary passports: 2026 advance-visa visitor cohort

The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.
    1 passport nationalities covered

    Palestinian Territory

  18. Current official routeVisa on arrival

Norwegian ordinary passports use Liberia's visa-on-arrival route

Norway specifically appears in the current Liberian no-embassy visa-on-arrival cohort; the visa sticker is issued at the airport after approval and biometrics.

    • Ordinary Norwegian passport and short visitor travel.
    • Apply online before travel and present the approved confirmation at Roberts International Airport for biometric collection and visa-sticker issuance.
    1 passport nationalities covered

    Norway

  19. Current official routeVisa required

Japanese ordinary passports: Liberia advance visitor visa

Japan's current destination-specific guidance requires acquiring the Liberian entry visa before travel through an embassy.

    • The visa must be obtained in advance from Liberia's Embassy in Japan or a Liberian embassy in another country.
    • Purpose, passport, health, document, carrier and final-admission requirements remain applicable.

  20. Current official routeVisa required

Slovak ordinary passports: Liberia advance visitor visa

    • Applies to ordinary Slovak visitors and requires advance arrangement; the cited source directs detailed applications to Liberia's embassy.
    • Work, residence, transit, special documents, carrier controls and final admission remain separate.

  21. Current official routeVisa required

Russian ordinary passports: named advance visitor-visa routes

Current Russian MFA country guidance identifies ordinary Russian visitor visas issued by the named diplomatic missions for these destinations.

    • Central African Republic: obtain the visa at its Embassy in Moscow; Chad: obtain it at a Chadian diplomatic mission or consulate.
    • Republic of the Congo: apply at its Moscow Embassy; Liberia: use Liberia's embassies in Germany, France or Italy; Mali: use Mali's Embassy.
    • Niger: apply where Niger has a diplomatic mission; North Macedonia: use its diplomatic missions abroad, unless separately qualifying through a residence permit or multi-entry Schengen C visa.
    • Sudan: ordinary passports normally receive a one- or two-month visa from Sudan's Embassy in Russia.
    • The listed routes are for ordinary short visits only; work, residence, diplomatic/service passports, route-specific exceptions and final admission remain separate.
    1 passport nationalities covered

  22. Current official routeVisa required

Seychellois passports: named advance visitor-visa cohort

Seychelles' July 2025 passport-holder schedule expressly requires these destinations to issue a visa before entry, rather than treating an online form or airport process as the visitor baseline.

    • Applies to the ordinary Seychellois passport short-visitor baseline in the Ministry's current named list.
    • The schedule's wording requires a visa before entry but does not establish an electronic or border-issued route, so this is normalized only as advance visa required.
    • Mission availability, individual grant, document, route, transit, work, residence, diplomatic, official and special-passport treatment remain outside scope.

    Seychelles

  23. Current official routeVisa required

Italian ordinary passports: Liberia advance visitor visa

Italy's current travel guidance requires Italian travellers to request a Liberian visa through Liberian consular authorities in Italy. Liberia's MFA confirms a Rome embassy, and LIS requires embassy application instead of its airport Visa-on-Arrival route where such an embassy exists.

    • The advance route follows from Liberia's current embassy-in-country rule. It is not an eVisa or an entitlement to airport Visa on Arrival for an Italian traveller.
    • This covers short visitor travel on an ordinary Italian passport only; it excludes ECOWAS treatment, residence, work, transit, diplomatic or official passports, and final admission.
