    Malaysia's foreign visitor-visa and eVisa framework does not classify Malaysian citizens as foreign visa applicants.

    • This citizenship classification does not establish the document requirements for a particular Malaysian national, dual national, carrier, or border route.
    • It does not determine treatment when a dual Malaysian national presents another country's ordinary passport.

    Ordinary passports outside Malaysia's current visa-required framework: visa-free social visit

    The listed ordinary passports are outside the Immigration Department's current visa-required/eVisa nationality framework for a short social visit and are normalized as visa-free visitors.

    • This conclusion is limited to an ordinary-passport social visit. The Immigration Department's country table, MYVISA's specified 31-nationality eVisa framework, and the current Ministry of Foreign Affairs country-by-country visa chart together identify the exhaustive ordinary-passport framework; it is not a rule for work, study, residence, media, diplomatic, official, emergency, refugee, laissez-passer, certificate-of-identity, or other special travel documents.
    • Visa-free duration is nationality- and purpose-specific. This policy does not convert ASEAN arrangements, Taiwan's separate stay limit, or other shorter social-visit permissions into a uniform duration.
    • MDAC is a separate arrival declaration, not a visa, eVisa, ETA, entry permit, or admission guarantee. Subject to current listed exceptions, submit it within three days including the arrival date and present it with the passport to immigration.
    • Malaysia determines individual admissibility and issues the appropriate pass at immigration control. A person prohibited under section 8 may be refused despite a valid travel document, visa, ticket, and funds.
    • Social/business visits are distinct from other pass types, which must generally be applied for before entry. The visitor may not take unauthorised employment, attend school, or undertake other activity outside the authorized pass.

    China and Myanmar ordinary passports: current special social-visit exemptions

    Malaysia's current official guidance separately exempts Chinese and Myanmar ordinary passports from the otherwise visa-required/eVisa social-visit framework, subject to their stated nationality-specific periods and conditions.

    • Chinese citizens holding an ordinary passport valid for at least six months are exempt for social visits of up to 30 days per entry for tourism, business, or family visit, with no more than 90 days in any 180-day period. The source excludes a Chinese multiple-entry-visa route from that exemption.
    • Myanmar ordinary passport holders travelling for a social visit are visa-free for up to 14 days from 1 October 2025 under the current MYVISA FAQ.
    • These are ordinary-passport social-visit rules, not a rule for diplomatic, official, public-affairs, residence, work, study, long-term, transit, or special travel-document routes. MDAC remains a separate arrival declaration and admission remains discretionary.

    • The social-visit single-entry exemption is expressly temporary through 31 December 2026. It does not establish an exemption for a different purpose or period after that date.
    • This is an ordinary-passport social-visit rule, not a rule for diplomatic, official, public-affairs, residence, work, study, long-term, transit, or special travel-document routes. MDAC remains a separate arrival declaration and admission remains discretionary.

    Listed ordinary passports: Malaysia social-visit eVisa

    For the listed ordinary passport nationalities, Malaysia's current MYVISA framework requires a pre-travel eVisa for a social visit, rather than treating the online application as an ETA or ordinary visa-free entry.

    • MYVISA identifies eVisa as an electronic visa, not an ETA, and says the single-entry social-visit eVisa is compulsory for the specified nationalities. It is only for social visits such as tourism, family visits, or short business trips.
    • The ordinary eVisa single-entry route must be obtained before travel. MYVISA says a single-entry eVisa permits one journey within six months of issue, subject to passport validity; neither eVisa nor MDAC guarantees entry.
    • Afghan ordinary passport holders must first obtain VDR approval before applying for eVisa. The source's diplomatic and official passport exception is not represented by this ordinary-passport policy.
    • For the specifically named African nationalities in MYVISA's air-only list, entry with eVisa is limited to air entry points. This does not create a general air-only rule for every nationality in this policy.
    • MDAC remains a separate arrival declaration. Work, study, residence, media, professional/temporary employment, medical treatment and other VDR purposes follow separate advance procedures and are not granted by this social-visit eVisa.

    Israel and North Korea ordinary passports: special advance visa handling

    Israeli and North Korean ordinary passports are not within Malaysia's online eVisa application availability and require the applicable special advance visa/approval handling.

    • Malaysia's official eVisa guidance excludes applications from Israel and North Korea. The Ministry of Foreign Affairs current chart identifies Israel as requiring KDN (Ministry of Home Affairs) handling; do not infer ordinary visa-free entry or a self-service eVisa route.
    • The exact advance approval, travel-document acceptance, mission availability, purpose, duration, and admission conditions must be confirmed with Malaysian Immigration or the competent Malaysian mission before travel. The source does not establish a visa-on-arrival or ETA route.
