    Saudi nationals: outside foreign visitor scope

    Saudi citizens do not receive a foreign visitor-entry classification when travelling on an ordinary Saudi passport.

    • This does not determine a dual national’s treatment when presenting another passport, nor any case-specific exit, security or border requirement.

    Current nationality-wide ordinary-passport visa-on-arrival cohort

    The live Saudi Tourism Authority visa-regulations widget places these passport nationalities in groups that offer both eVisa and visa on arrival. Under the easiest-access taxonomy, the direct arrival route is visa_on_arrival.

    • The live widget offers either an eVisa or a visa on arrival. For arrival issuance, it directs the traveller to a self-service KIOSK or passport-control office at the Saudi entry point.
    • The widget states that both eVisa and visa on arrival may be single- or multiple-entry. Multiple entry is valid for one year and allows no more than 90 consecutive days; single entry is valid for three months and allows no more than 90 consecutive days.
    • Visitors must have a passport valid at least six months beyond entry, except that US citizens may enter while the passport remains valid. Travellers under 18 may need to travel with a parent, grandparent, or adult sibling.
    • Tourism and Umrah are within the visitor materials; work, study, residence, Hajj, transit, crew, diplomatic, special-document and other purpose routes are outside this ordinary-passport visitor classification. Umrah permits may be required through Nusuk.
    • Approval or arrival issuance does not guarantee admission; border, security, document and local-law requirements remain applicable.
    • The older eVisa terms and portal lists are not fully concordant with the live widget. The live route API is used for route precedence; Brazil remains unresolved because it appears on an older public list but is noneligible in the current widget.

    Russian ordinary passport: visa-free short visitor entry

    The live Saudi Tourism Authority visa-regulations widget explicitly says Russian passport holders need no visa or prior application, confirming that the December 2025 agreement is operational.

    • The widget says a valid Russian passport permits entry on arrival without a visa or prior application, with no visa, exemption or medical-insurance fee.
    • The limit is up to 90 days in a calendar year, in one continuous stay or across visits, for tourism, leisure, business visits and Umrah.
    • Work, study, residence, Hajj, transit, crew, special-document and case-specific entry treatment are outside this ordinary-passport short-visitor classification. Umrah permits may be required through Nusuk.
    • The older eVisa terms still list Russia as eVisa-eligible; the current live country group and route content expressly identify visa exemption and are preferred. Admission remains subject to border and security requirements.

    The live Saudi Tourism Authority visa-regulations widget says GCC nationals do not need a visa and may travel using an ID or passport.

    • This policy covers ordinary passport holders from the five other GCC member states; the Saudi citizen pair is classified separately as citizenship.
    • The widget permits travel using an ID or passport. This record concerns ordinary passports and does not resolve residence, work, study, Hajj, transit, crew, special-document or case-specific treatment.
    • Admission remains subject to border, security, document and local-law requirements.

    Group D nationalities: advance embassy or consulate visa

    The live Saudi Tourism Authority visa-regulations widget places these nationalities in Group D and presents only the Embassy/Consulate/Tasheer visitor-visa route, not an eVisa or visa-on-arrival route.

    • The widget requires an embassy, consulate, or Tasheer visa application, including the stated residence proof, return ticket, employment proof, financial-solvency evidence, flight itinerary, identification and Saudi residence address.
    • Entry count, duration and approval are determined by the Ministry of Foreign Affairs; the widget describes a multiple-entry visitor visa as valid for one year and stays up to 90 days.
    • This record does not establish eVisa, visa-on-arrival, transit, work, study, residence, Hajj, crew, diplomatic, special-document or case-specific treatment. Border and security checks remain applicable.

    Taiwan ordinary passports: named electronic visitor visas

    Taiwan MOFA BOCA's current outbound schedule identifies these destinations' electronic-visa routes for Taiwanese passport holders; Ecuador separately confirms pre-departure electronic issuance.

    • EC requires Taiwanese travellers to complete the online electronic-visa application before travel after Ecuador ended the previous visa-free treatment.
    • SY and TR are listed by BOCA for ordinary ROC passports with the stated visitor-purpose electronic-visa routes; each destination's current duration, purpose, documentation and border rules remain controlling.
    • This records electronic issuance, not merely online filing. It excludes work, residence, transit-only facilities, special documents, carrier checks and final-admission decisions.

    Taiwan ordinary passports: Saudi eVisa registration

    The current official Saudi eVisa regular-passport selector includes Taiwan China, and its linked nationality authorization endpoint returns isAuthorized 1. This establishes a pre-travel electronic visa application route for ordinary Taiwan passports.

    • The route is an online eVisa application before travel, not visa-free or visa-on-arrival entry. The portal's displayed visa fee is 300 SAR before any other applicable charges.
    • The registration flow identifies the passport type as Regular Passport and the selected nationality as Taiwan China; its authorization response is reproduced at the cited official endpoint.
    • This policy does not establish access through a third-country visa, foreign residence, GCC residence, package travel, pilgrimage, transit, work, study, diplomatic or official documents. Final issuance and admission remain subject to the Saudi authorities' application and border decisions.
    • The separate Visit Saudi nationality dataset currently labels Taiwan China noneligible. The live eVisa issuance portal is given precedence for the eVisa route because it directly accepts the regular-passport nationality and exposes an authorized application continuation.

    Brazilian ordinary passports: Saudi eVisa for short visitor travel

    Saudi Arabia's current Ministry of Tourism eVisa terms expressly name Brazil as a permitted country and state that an accepted eVisa is emailed to the applicant.

    • Limited to ordinary Brazilian-passport short visitor travel under the official eVisa terms; diplomatic, official, service, special-document and other visa routes are outside scope.
    • The terms list Brazil as a current Permitted Country and require a valid passport with at least six months remaining from entry.
    • An accepted eVisa is emailed as an attachment; it is multi-entry, valid for one year from issuance, and allows a maximum stay of three months.
    • The eVisa is solely for tourism or Umrah, not paid work; entry remains subject to border conditions and the immigration officer's discretion.
    • The terms record a 2025 Hajj-season Makkah restriction from 29 April 2025 through 11 June 2025; later operational restrictions must be checked separately.
