One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa-free

    Brazilian ordinary passports: reciprocal short-stay visa-free access

    Brazil’s Foreign Ministry treaty record identifies the reciprocal ordinary-passport short-stay waiver with Saint Lucia as in force from 14 January 2024. It is easier than the older Schedule 2 arrival-visa entry.

    • The bilateral instrument is limited to holders of ordinary passports and is recorded by Brazil’s Foreign Ministry as in force from 14 January 2024.
    • The reviewed treaty record does not state a duration, purpose, paid-activity, admission, document or route rule; the agreement and Saint Lucian immigration controls still govern those details.
    • Schedule 2 still lists Brazil for a visa that may be issued on arrival. The later in-force reciprocal waiver is used as the easier route; the unreconciled domestic schedule is a material recheck risk.
    • This is not a citizenship, residence, work, study, transit, crew, diplomatic, official/service, special-document or individual-admissibility rule.

    Covered EU ordinary passports gained Saint Lucia short-stay access

    The reciprocal EU–Saint Lucia agreement is provisionally applied from 2015-05-28 and formally in force from 2023-11-01.

    • The waiver is limited to valid ordinary passports and short stays of no more than 90 days in any 180-day period.
    • Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.
    • Ireland is outside the agreement.

    Schedule 4 named ordinary passports: visa-free entry

    Saint Lucia’s current Revised Laws Schedule 4 directly exempts the named country nationals, including the non-Haitian CARICOM cohort. Singapore is exempt only for stays under 15 days.

    • Applies to the expressly named passport issuers and the named non-Haitian CARICOM foreign-member cohort only.
    • Singapore is visa-free only for stays of less than 15 days.
    • Haiti is expressly excluded by Schedule 4’s temporary visa-requirement carve-out.
    • The statutory waiver does not establish citizenship, residence, work, study, transit, crew, diplomatic, official/service, special-document or individual admissibility treatment.

    The official Government notice states that the EU–Saint Lucia agreement gives EU citizens the identical reciprocal short-stay visa-free rights. The named 26 covered EU States supplement Schedule 4.

    • Valid ordinary passports only; stay may not exceed 90 days in any 180-day period.
    • Paid activity is excluded and ordinary border, health, security and admissibility controls continue to apply.
    • Ireland and the United Kingdom are outside this agreement; their treatment is separately stated in Schedule 4.

    Schedule 2 named ordinary passports: visa may be issued on arrival

    The current Revised Laws expressly place these named nationalities in Schedule 2, under which the visa may be obtained on arrival.

    • The statute says the visa may be issued on arrival; entry is not guaranteed and immigration, document, health, security and admissibility requirements remain applicable.
    • Brazil is excluded because the in-force bilateral ordinary-passport waiver is the easier route. Georgia is excluded because its published waiver material lacks an entry-into-force date.
    • This policy does not establish eVisa, ETA, work, residence, study, transit, crew, diplomatic, official/service or special-document treatment.
