One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa-free

EU Member State ordinary passports: short-stay visa waiver

The operative EU–Tuvalu agreement directly waives visas for citizens of the 26 listed EU Member States holding valid ordinary passports for short stays.

    • The agreement defines its Member-State scope as EU Member States other than the United Kingdom and Ireland; it directly covers ordinary passports and is not extended here to EFTA, United Kingdom, Irish or other passports.
    • The visa waiver is for up to 90 days in any 180-day period and excludes travel for a paid activity.
    • The agreement leaves domestic entry and short-stay conditions, individual admissibility decisions and refusal of entry in place. It does not decide residence, employment, study, transit, crew, diplomatic, official, service, special-document or case-specific treatment.
    • A visa waiver does not erase a distinct domestic visitor-permit process; this normalized status only records that the agreement says no visa is required.

  2. Visa-free

Covered EU ordinary passports gained Tuvalu short-stay access

The reciprocal EU–Tuvalu agreement is provisionally applied from 2016-07-01 and formally in force from 2019-02-01.

    • The waiver is limited to valid ordinary passports and short stays of no more than 90 days in any 180-day period.
    • Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.
    • Ireland is outside the agreement.

New Zealand valid passports: temporary-visitor visa waiver

The current in-force New Zealand–Tuvalu agreement expressly allows New Zealand citizens holding valid New Zealand passports to enter Tuvalu as temporary visitors without a visa for stays not exceeding three months.

    • The agreement is modeled only for a New Zealand ordinary passport held by a New Zealand citizen; it does not extend to Cook Islands, Niue or Tokelau territorial treatment.
    • The rule is limited to temporary visitors for an intended stay not exceeding three months; it includes business visitors but excludes intended employment, profession or occupation.
    • The agreement preserves Tuvalu's entry, residence and other immigration requirements, individual refusal and temporary suspension for public order, health or security.

  4. Current official routeVisa on arrival

Other foreign ordinary passports: visitor permit at entry

Tuvalu's current Immigration Act and Regulations directly establish a visitor-permit route for any visitor at entry. Excluding the directly waived EU and New Zealand cohorts, it is normalized as visa on arrival rather than visa-free.

    • This is an express destination-wide statutory visitor-permit route, not a complement inferred from a nationality list or an application form. Every overseas air or sea arrival must appear before an immigration officer; the Regulations' Conditions of Entry say that, absent an exempt category or already-obtained enter-and-reside permit, a visitor requires a Visitor's Permit and the officer permits entry for up to 30 days.
    • The immigration officer has discretion and must be satisfied about an onward ticket or other means of travel to a country the visitor can enter, and the visitor cannot exceed three months in the preceding 12 months. The permit is not automatic admission.
    • The visitor permit normally allows at most 30 days; ordinary visitors may not work, conduct business, study or proselytise. A separate special endorsement or permit-to-enter-and-reside process applies to employment, business, study, residence and other non-tourist purposes.
    • The Schedule 1 fee list distinguishes fee treatment only. It does not create an additional visa-free nationality cohort; likewise, arrival and departure cards are separate border declarations, not an ETA or visa route.
    • This policy does not decide section 7 individual exemptions (armed forces, diplomats, government employees, related families, specified Ministerial groups or seamen), citizenship, diplomatic, official, service, special passports, transit, crew, residency or third-country-document conditions.

Tuvaluan citizens: entry without a permit

The Immigration Act expressly entitles a citizen of Tuvalu to enter without first obtaining a permit.

    • This records the catalog's same-country citizenship relationship only. It is not a visitor-visa classification for foreign passports.
