One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Current official routeVisa on arrival

Vanuatu: listed exempt ordinary passports with tourist visa on arrival

Although the country list calls these nationalities exempt from a visitor visa, DIPS expressly issues the tourist visa to them upon arrival.

    • This is an arrival-issued tourist visa, not true no-visa admission: DIPS says exempt-country travellers can obtain the tourist visa upon arrival.
    • Tourism, leisure and social visits only; the stated stay is up to 120 days, with no extension or status change, and no commercial, employment or business activity.
    • The traveller must meet DIPS grant criteria including character, health, security, funds, genuine departure intent, onward/return transport and parental/guardian consent where applicable.
    • Non-citizens need a valid passport or travel document with more than six months validity, a return airline ticket, and confirmed accommodation or a local address.
    • Does not decide visitor visa (30-day), transit (airside up to 24 hours), residence, work, study, close-family, descent, diplomatic, official, special-document, or case-specific rules.

Vanuatu: listed non-exempt ordinary passports requiring tourist visa approval before travel

DIPS states that non-exempt-country nationals must apply in advance and obtain approval before travelling.

    • DIPS says these non-exempt nationalities must apply for and obtain tourist-visa approval before travel; the application is subject to the stated tourist grant criteria.
    • The eVisa-branded online application portal is an application route. The reviewed DIPS pages do not establish a nationality-wide electronic visa issued in lieu of the required pre-approval, so this is not classified as eVisa.
    • Tourist visas allow up to 120 days without extension or status change and prohibit commercial, employment and business activity.
    • Transit, visitor (30-day), residence, work, study, diplomatic, official, special-document, and individual admissibility rules remain separate.

  3. Current official routeCitizenship

    Vanuatu: citizenship treatment

The destination's own code is represented as citizenship, not a foreign-entry visa result.

    • Represents a Ni-Vanuatu citizen using a Vanuatu passport or qualifying identity/travel document.
    • Does not decide dual nationality, foreign residence, diplomatic, official, emergency or other special-document cases.

Turkish ordinary passports: named visa-free short visits

Türkiye's current Foreign Ministry table expressly grants ordinary Turkish passport holders short visitor visa exemptions for Botswana, Jordan, North Macedonia, Trinidad and Tobago, and Vanuatu.

    • Botswana permits up to 90 days within 365 days; Jordan up to 90 days within 180 days; North Macedonia up to 90 days; Trinidad and Tobago and Vanuatu up to 30 days.
    • Work, residence, special documents, diplomatic or service passports, carrier requirements and final admission remain separate.

Palestinian ordinary passports: 2026 advance-visa visitor cohort

The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.

Macao SAR passports: visa-free visitor entry for Grenada, Georgia, North Macedonia and Vanuatu

Macao DSI's current passport-specific country records directly classify the listed destinations as visa-free.

    • Applies to an ordinary Macao SAR Passport, not a PRC national passport, Hong Kong SAR passport, Macao travel permit, residence document or special passport.
    • The DSI records state maximum stays of 90 days for Grenada and North Macedonia, and 30 days for Georgia and Vanuatu.
    • Work, residence, transit, special documents, carrier checks and final admission remain outside scope.

Vanuatu: Moldovan ordinary passports require an electronic visitor visa

Moldova MFA's current passport-category table directly states that a Moldovan ordinary passport requires a Vanuatu visa and identifies eVisa as its method; Vanuatu Immigration requires non-exempt travellers to obtain approval before travel.

    • Applies only to an ordinary Moldovan passport holder travelling for a short visitor or tourist purpose.
    • The Moldovan Foreign Ministry's table is explicitly updated 20 February 2026 and places eVisa in its visa-obtainment-method field for the ordinary-passport Vanuatu row.
    • Vanuatu Immigration says non-exempt travellers must apply and obtain approval before travel. This is pre-travel electronic issuance, not visa-free entry or a visa issued on arrival.
    • No duration, entries, fee, work, residence, transit, diplomatic, official, special-document, third-country-document, or final-admission rule is inferred.
