Montenegro: Kazakhstan prior-visa baseline from 2 October 2026
After the specific seasonal exemption ends on 1 October, the MFA's express Kazakhstan visa requirement and the regulation's Article 4 baseline apply to ordinary passport-only visitors. This confirms the existing future override from 2 October 2026.
- The visa is issued through a diplomatic or consular mission. The Kazakhstan page identifies the Bulgarian embassy in Kazakhstan as an alternative where the traveller cannot approach a Montenegro mission; no electronic-issuance route is established.
- Article 7 separately allows qualifying holders of valid Schengen, Australian, Japanese, Canadian, New Zealand, Irish, US or UK visas, qualifying residence permits, or APEC business travel cards to use its document-conditioned route for up to 30 days and no longer than the supporting document remains valid. This does not make a Kazakh ordinary passport alone visa-free.
- Article 12c prevents exemptions being regulated by special government acts from 31 October 2026, and seasonal exemptions from 1 October. It does not expressly replace the specific Kazakhstan decision's endpoint; this policy preserves the published 1 October endpoint and the existing 2 October baseline.
- This baseline does not displace the current seasonal route before 2 October or determine special-passport, work, residence or final admission treatment.
