One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa-free

    Mongolian ordinary passports: bilateral visa waiver

    The current MIREX ordinary-tourist selector says Mongolian ordinary passports do not require a visa and that the measure has been in force since 10 June 2026. The Dominican Constitutional Court reproduces the underlying bilateral agreement, which waives visas for valid ordinary passports for stays of up to 90 days.

    • Applies to a valid ordinary Mongolian passport for entry, stay, departure or transit for no more than 90 days from entry under the bilateral agreement.
    • A stay exceeding 90 days requires a visa in advance. Purpose-specific immigration, passport-validity, transport-carrier, security screening and final-admission requirements remain separate.
    • DGII’s Tourist Card list continues to name Mongolia as visa-required. The targeted current MIREX ordinary-passport tourist result and the agreement’s reproduced ordinary-passport scope are preferred for this direct conflict; recheck operational guidance if either authority changes it.
    • This policy does not establish residence, work, study, crew, diplomatic, official, service, special-document or individual-admissibility treatment.

    Moroccan ordinary passports: bilateral tourism/business visa waiver

    MIREX records the Dominican Republic–Morocco tourism and business visa-exemption agreement as in force from 14 July 2021. This later treaty route prevails over Morocco’s continued appearance on the DGII tourist-card visa list.

    • Applies to the agreement’s tourism and business waiver scope for ordinary Moroccan passports, according to the live MIREX treaty registry and ordinary-passport tourist selector.
    • The reviewed registry does not state a stay limit, activity conditions beyond the treaty title, document rules, or admission requirements; these remain subject to the agreement and Dominican immigration controls.
    • DGII’s current Tourist Card page still lists Morocco among nationalities requiring a consular visa. The in-force MIREX treaty record and selector are preferred for this direct treaty conflict; operational recheck remains warranted.
    • This policy does not establish residence, work, study, transit, crew, diplomatic, official, service, special-document or individual-admissibility treatment.

    Named ordinary passports: advance Dominican tourist visa

    DGII expressly says tourists from these named countries cannot enter with a Tourist Card and must obtain a visa at a Dominican diplomatic mission. The MIREX service describes the corresponding consular tourist-visa route.

    • This is the ordinary-passport tourist baseline only. DGII says the named nationalities must request a visa at a Dominican diplomatic mission; MIREX describes a consular tourism visa, not an eVisa or visa on arrival.
    • MIREX states that Decree 691-07 lets a traveller with permanent residence or a valid multiple-entry visa for the United States, Schengen/EU area, Canada, or the United Kingdom enter for tourism with a Tourist Card. That third-country-document exception does not make any listed passport nationality unconditionally visa-free.
    • The consular tourism visa is stated as 60 days and one entry, or 60 days and two entries for the multiple variant; applications, passport validity, financial evidence, purpose, security screening and final admission remain required.
    • Albania, Bosnia and Herzegovina, Georgia, Montenegro and Papua New Guinea are excluded because the live MIREX ordinary-passport selector contradicts this DGII list without a reconciled current instrument. Mongolia and Morocco are excluded because separately documented ordinary-passport visa waivers control.
    • This policy does not establish work, business, study, residence, transit, crew, diplomatic, official, service, border-card, refugee, stateless, emergency, or other special-document treatment.

    Other ordinary passports: Tourist Card without consular visa

    DGII expressly provides that nationals not in its named visa-required list enter with a Tourist Card. The card permits tourism without a consular visa; it is an entry tax/formality, not an ETA or visa on arrival.

    • Tourist purposes only; DGII states the Tourist Card gives a maximum 30-day stay, with extension administered by DGM. A person who undertakes lucrative activity loses its use and must hold the suitable visa.
    • The Tourist Card is a US$10 entry tax/formality, included in airline tickets issued outside the Dominican Republic for air arrivals; it may be purchased at land or sea points. It is not an electronic travel authorization, eVisa, or a visa issued at the border.
    • The DGM e-Ticket is a separate mandatory online entry-and-exit declaration for every passenger, not an ETA or visa. Passport validity, return/onward travel, border screening and admission remain applicable.
    • HK and MO represent only the ordinary Hong Kong SAR and Macao SAR passport routes respectively; this policy does not establish a route for other PRC, SAR, diplomatic, official, service or special travel documents.
    • South Sudan is excluded because the DGII residual rule conflicts with the live MIREX ordinary-passport selector. Latvia, Romania and Samoa are separately excluded because the DGII named list and live MIREX selector conflict. This policy does not establish citizenship, residence, business, work, study, transit, crew, diplomatic, official, service, border-card, refugee, stateless, emergency or other special-document treatment.

    Latvian ordinary passports: named visa-free short visits

    Latvia's current MFA list identifies visa-free short visits for Latvian citizens to the five named destinations.

    • BW: up to 90 days in a year; DO: up to 30 days for tourism; PA: up to six months for tourism; TN: up to 90 days; UA: up to 90 days in 180 days.
    • This is limited to the stated short-visit purpose and duration, and excludes work, study, residence, special documents and final admission.

    Bosnia and Herzegovina biometric civil passports: Dominican Republic advance visa

    The Dominican Republic's current official Tourist Card list expressly requires tourists from Bosnia and Herzegovina to obtain a visa at a Dominican diplomatic mission instead of entering with a Tourist Card.

    • Applies to short tourism using an ordinary biometric civil Bosnia and Herzegovina passport.
    • Obtain the visa through a Dominican diplomatic mission before travel; the Tourist Card route does not apply to the expressly listed nationality.
    • Work, study, residence, diplomatic, official, special-document and final-admission treatment are outside this classification.

    Montenegro's Foreign Ministry says its citizens do not need a visa for the Dominican Republic.

    • Applies to an ordinary Montenegrin passport holder travelling as a short visitor.
    • The mandatory electronic entry-and-exit form is not a visa or travel authorization.
    • The cited guidance directs travellers staying longer than 30 days to separate immigration information.

    Romanian and Samoan ordinary passports: Tourist Card without consular visa

    Dominican Republic Decree 690-07 expressly names Romania and Samoa for tourist entry with a Tourist Card. Current MIREX ordinary-passport results independently attribute both no-visa outcomes to that decree.

    • Applies to a valid ordinary Romanian or Samoan passport for tourist travel only, under Decree 690-07's named Tourist Card route.
    • The Tourist Card is a tax/formality, not an ETA, eVisa, visa on arrival or consular visa. DGII states that it permits a tourist stay of up to 30 days and is normally included in foreign-issued air tickets.
    • Work, study, residence, business, transit, crew, diplomatic, official, service, border-card, special-document, security-screening and final-admission treatment are outside this short-visitor baseline.

    Albanian ordinary passports: advance Dominican tourist visa baseline

    DGII directly names Albania among tourists who cannot enter with a Tourist Card and must obtain a visa at a Dominican mission. MIREX's contrary result invokes only the qualifying-document Decree 691-07 exception.

    • Applies to an ordinary Albanian passport holder who does not hold the qualifying third-country residence or multiple-entry visa document specified in Decree 691-07.
    • DGII requires a tourist from Albania to obtain a visa at a Dominican diplomatic mission. MIREX states the consular service response time is 10 to 20 business days, so this is an advance visa rather than electronic or arrival issuance.
    • Decree 691-07 permits tourist entry with a valid passport and Tourist Card only for a traveller with permanent residence or a valid multiple-entry visa for the United States, Schengen/EU area, Canada or the United Kingdom; that conditional exception is not this baseline.
    • Work, study, residence, business, transit, crew, diplomatic, official, service, border-card, special-document, security-screening and final-admission treatment remain outside this finding.
