    France-Visas and the Interior Ministry directly exempt EU, EEA and Swiss citizens from overseas visas. FR is visa_free, not citizenship: GF, FW, YT and RE are territorial destination codes rather than France itself.

    • Ordinary passport held as a citizen of the listed EU, EEA or Swiss state, for a visitor stay up to 90 days.
    • This does not normalize residence, work, family-member residence cards, identity-document alternatives, transit, special passports or final admission.
    • All four catalog destinations are outside Schengen; the classification follows free-movement rights rather than a Schengen visa.

    French West Indies aggregate: shared ordinary-passport visa-free short visits

    The current Guadeloupe/Martinique and Saint-Martin/Saint-Barthélemy Annex II schedules each waive a short-stay visa for these ordinary passports; the aggregate result is visa-free only where all four constituent territories have the same nationality baseline.

    • For this upstream aggregate, French West Indies means Guadeloupe, Martinique, Saint-Martin and Saint-Barthélemy. The two governing orders are separate; this policy retains only ordinary-passport waivers common to both territorial schedules.
    • The ordinary visitor waiver is for no more than 90 days in any 180-day period unless the row states a narrower limit. Dominica and Saint Lucia are limited in every constituent territory to stays of no more than 15 days and 120 cumulative days in 12 months.
    • Brazil is visa-free for Guadeloupe and Martinique and separately for Saint-Martin and Saint-Barthélemy; the French-Guiana exception does not alter this aggregate. Australia, Japan, South Korea, Mexico, Singapore, the United States and Venezuela retain the schedules' paid-activity/work-authorisation exception.
    • This is a nationality-and-ordinary-passport visitor baseline only. It does not establish work, residence, paid activity, transit, cruise, biometric/document-specific, diplomatic, official/service, special-document or final-admission treatment. A Schengen visa alone is not sufficient for these territories.

    French West Indies aggregate: other ordinary passports require an advance overseas-territory visa

    For the remaining cleanly modelled ordinary-passport codes, neither current territorial Annex II gives an unconditional nationality waiver across Guadeloupe, Martinique, Saint-Martin and Saint-Barthélemy. An overseas-territory visa is required through the normal pre-travel route; a narrowly discretionary border visa does not create a nationality entitlement.

    • The result is the ordinary visitor baseline across all four constituent territories, not a Schengen classification. The normal visa route is territory-specific and pre-travel; a narrowly exceptional, discretionary border visa does not alter this baseline. A Schengen short-stay visa alone does not authorize entry.
    • Bahrain, Belarus, China, India, Indonesia, Kuwait, Oman, Qatar, Russia, Saudi Arabia, South Africa and Thailand may have a separate waiver when the traveller holds the specified valid French-consular multiple-entry visa (six months to five years). That third-document condition does not change this ordinary-passport baseline.
    • Valid French/Schengen residence or long-stay documents, cruise/transit treatment, diplomatic and service passports, and other individual exceptions remain conditional and are not normalized into this policy.
