    Mali suspends entry for United States nationals

    Mali's Foreign Ministry suspends entry to Mali for United States nationals under a reciprocal measure, subject to its express valid-visa, residence, category, and national-interest exceptions.

    • The signed 30 December 2025 communiqué applies the measure to U.S. nationals with immediate effect; the signed 2 January 2026 communiqué sets out its implementation.
    • United States nationals permanently resident in Mali and United States nationals holding a currently valid Malian visa are excepted from the entry suspension.
    • The stated exceptions also include certain categories of United States nationals, including athletes, diplomats, and persons whose entry serves the interests of the Republic of Mali.
    • Mali states that the measure will be evaluated and that any adjustment will be communicated through the usual channels.

    ECOWAS ordinary passports: visa-free entry to Mali under AES declaration

    The signed AES declaration makes the AES space, including Mali, visa-free for nationals of ECOWAS member states. ECOWAS subsequently reported that the AES countries and ECOWAS agreed continued free movement pending a new agreement.

    • Applies only to nationals of the named ECOWAS State passport issuers holding ordinary passports for the normal visitor baseline.
    • ECOWAS nationals may enter, circulate, reside, establish and exit subject to national law; AES States retain the power to refuse entry to inadmissible ECOWAS nationals.
    • The policy does not decide employment, residence administration, commercial vehicle, diplomatic, official/service, refugee, laissez-passer, special-document, transit, crew, health, security or individual-admissibility treatment.
    • The live MFA assistant's residence/location-dependent ordinary-passport results conflict with this declaration for some ECOWAS nationalities (including Ghana and Cabo Verde). The signed AES declaration and later ECOWAS continuation statement are treated as controlling; the assistant is recorded as a material reconciliation risk.

    The Federal Foreign Office expressly requires pre-departure mission issuance for each listed German ordinary-passport visitor route.

    • KP: entry is limited to organized travel with assigned guides or interpreters and Foreign Ministry permission; tourist cases are handled by the travel agency, require a Korean-side invitation, and embassy issuance normally takes at least four weeks. LY: apply at the Libyan Embassy in Berlin for a Germany-based applicant. CG: apply before entry at the Republic of the Congo Embassy in Berlin.     • AF: single-entry visas are issued by Afghanistan’s Embassy in France. KP: visa available through the DPRK General Delegation in France. LY: visa before arrival. SD: prior visa. SY: Syrian diplomatic or consular representation issues the visa. CG: obtain before departure; no arrival visa. SS: airlines may refuse boarding without a pre-departure visa and France-based applicants use the Paris embassy. CF: the CAR Paris Embassy processes the passport and short-stay application. GQ: no arrival visa and the Paris embassy states required documents. GW: French applications go to the Guinea-Bissau Embassy in Paris; its exceptional Bissau-airport route is not the standard France-resident route.     Macao DSI's current passport-specific records classify Bosnia and Herzegovina, British Virgin Islands, Mali and Kosovo Area as visa-free rather than arrival-visa access.

    • This applies only to the Macao SAR Passport, not to a PRC passport, Hong Kong document, Portuguese passport or another Chinese travel document.
    • Maximum stays stated by DSI are 90 days for Bosnia and Herzegovina, Mali and Kosovo Area, and six months for the British Virgin Islands. The DSI's Kosovo Area label records the visa route but does not resolve recognition, routing or border-operation questions.

    Mauritania's current MFA records reciprocal visa-waiver agreements, without a diplomatic/service-only limitation, for Libya, Tunisia, Mali, Niger, Côte d'Ivoire, Guinea-Bissau and Chad.

    • Use a valid Mauritanian ordinary passport. The MFA page expressly limits several other agreements to diplomatic and service passports but does not apply that limitation to these seven named destinations.
    • The MFA list establishes the visa-waiver route only; it does not establish duration, work, residence, transit, entry point, carrier requirements, document-recognition, mission availability or final admission conditions.
    • This conclusion rests on Mauritania's named reciprocal agreements, not on ECOWAS membership or a regional free-movement presumption.
