    Paraguay: named ordinary passports visa-free for tourist entry

    The National Migration Directorate's current country table directly marks these nationalities 'NO REQUIERE VISA' in its tourist-entry column. This is a visa exemption, not an ETA, eVisa or visa-on-arrival route.

    • The authority’s table is used only for nationalities it explicitly names and only for its tourist-entry column. No residual status is inferred from a missing row, generic application form, agreement label or a third-country document.
    • Where stated in the table, the tourist stay is up to 30, 60 or 90 days; the source does not provide a single shared duration for this entire cohort, so no uniform duration is assigned.
    • The separate entry-requirements page retains valid travel-document, migration-registration, admission and other border conditions. Residence, work, study, transit, crew, diplomatic, official, service and special-document routes are outside this ordinary short-visitor baseline.
    • Australia, Canada, New Zealand and the United States are deliberately not included: the migration table says visa-free while the Foreign Ministry’s current arrival page names them for visa on arrival. Taiwan has the same cross-source disagreement. Mongolia is also excluded because the Foreign Ministry’s country-requirements page states that unlisted countries require a visa, but it does not list Mongolia.

    Paraguay: named ordinary passports visa on arrival

    The Foreign Ministry expressly says these nationalities can obtain a visa on arrival at Silvio Pettirossi International Airport without prior processing, on presentation of a qualifying passport and payment of the fee. This is visa_on_arrival, not an eVisa or ETA.

    • The named route is at Silvio Pettirossi International Airport and requires a passport valid for at least six months and payment of the applicable fee.
    • The National Migration Directorate separately marks these same nationalities as requiring a visa in its tourist-entry column; the Foreign Ministry's direct arrival-issuance page supplies the more specific route classification.
    • The exceptional arrival process for other visa-required nationalities requires a justified case, an inviter and advance Ministry review; it is not a nationality-wide visa-on-arrival entitlement and is excluded.

    Paraguay: named ordinary passports require an advance visitor visa

    The National Migration Directorate's current tourist-entry table directly marks these nationalities 'REQUIERE VISA', except that the Foreign Ministry's current country-requirements page supplies the explicit unlisted-country visa rule for China. The Foreign Ministry describes the regular consular application and treats arrival issuance for other visa-required nationalities as exceptional and pre-approved; this is normalized as visa_required, not eVisa or a nationality-wide visa-on-arrival route.

    • The regular route is an online application reviewed by the relevant Paraguayan consular office, followed by the Ministry's communicated consular appointment. An online form does not establish an eVisa.
    • The National Migration Directorate's combined 'China/Taiwan' row cannot safely be used for the People's Republic of China code. The Foreign Ministry instead expressly lists Taiwan as visa-free and says an unlisted country requires a visa, establishing the China code's advance-visa baseline.
    • For a visa-required nationality other than the named no-prior-processing arrival cohort, the arrival-visa page characterizes arrival issuance as exceptional, justified and subject to Ministry process and approval. It does not replace this nationality-only advance-visa baseline.
    • Venezuelan nationals are specifically subject again to a visa requirement from 10 January 2026 under the Foreign Ministry notice, corroborating the current migration table.

    The National Migration Directorate expressly accepts Paraguayan national travel documents, including an expired national travel document, for entry. The same-country ordinary-passport pair is citizenship, not a foreign visitor-visa classification.

    Paraguay Foreign Ministry says Law 7314/2024 eliminates the tourist-visa requirement for New Zealand citizens for stays up to 90 days through 13 August 2027.

    Paraguay MFA's current closed no-visa list expressly requires a visa for an unlisted country; its ordinary visitor procedure is reviewed and completed through a Paraguayan consular office before travel.

    • Each listed passport is absent from the MFA's current closed no-visa list; no status is derived from a migration-table omission or another nationality.
    • The standard tourist route requires digital filing, consular review and a consular interview; after approval, the visa is collected at a Paraguayan embassy or consulate before travel, so it is an advance visa rather than an eVisa.
    • MFA's separate exceptional arrival process requires a justified case, an inviter and prior Ministry approval. It is not an unconditional nationality-wide visa-on-arrival route.

    Mongolian ordinary passports: Paraguay short tourist visa waiver

    Paraguay's live migration schedule directly gives Mongolia a Law 7206 tourist visa waiver for up to 30 days. Law 7206 covers ordinary passports, and Mongolia MFA independently records Paraguay as visa-free for all passport types.

    • Applies only to an ordinary Mongolian passport visiting Paraguay as a short tourist; residence, work, study, transit, crew, diplomatic, official, service and special-document routes are excluded.
    • The Paraguayan National Migration Directorate's current operational schedule fixes the supported tourist stay at up to 30 days. Mongolia MFA publishes 90 days, so this policy assigns no uniform duration beyond the Paraguayan authority's stated limit.
    • Paraguay MFA's separate country-list page omits Mongolia and states a generic unlisted-country visa rule. That is a live publishing conflict, but it does not mention Law 7206; the MFA's own live visa FAQ directs nationality determinations to the Migration Directorate schedule, which expressly maps Mongolia.
    • No eVisa, visa-on-arrival, application-form, third-country-document, residence, reciprocity or final-admission entitlement is inferred.
