One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Visa on arrival

Rwandan ordinary passports: Republic of the Congo free visa on arrival

The Republic of the Congo’s ratified Rwanda agreement gives holders of an ordinary passport issued by either Party a free visa at entry to the other Party, valid for no more than 90 days.

    • Applies only to a Rwandan citizen holding an ordinary passport when entering the Republic of the Congo. The agreement expressly distinguishes ordinary passports from the diplomatic and service-passport exemption.
    • The visa is issued free at entry and is valid for a stay not exceeding 90 days. The agreement entered provisionally into force on signature on 24 November 2021, is for an indefinite period, and is currently listed in the Republic of the Congo's ratified-agreement register.
    • The agreement requires use of border crossings for international traffic and preserves each Party's power to refuse entry or shorten a stay for an undesirable person. Work, residence, transit, diplomatic, service, special-document, carrier and final-admission rules remain separate.

Foreign CEMAC ordinary passports: Republic of the Congo short-visitor visa exemption

CEMAC’s current Commission material confirms effective visa-free movement for its Member-State citizens. The five foreign CEMAC passports are mapped to visa-free admission to the Republic of the Congo. The published common convention describes a three-month tourist rule and document conditions, while the Republic of the Congo’s foreigner law otherwise preserves particular immigration agreements and does not establish a named residual route.

    • Applies to nationals holding ordinary passports of the five other current CEMAC Member States: Cameroon, Central African Republic, Chad, Gabon and Equatorial Guinea.
    • The published CEMAC common convention describes tourist free movement for up to three months and requires the community traveller to produce a valid or recently expired national identity card or passport and an international health booklet. The current Commission interview confirms visa-free movement but does not independently restate the duration; verify the convention’s continuing implementation before relying on that limit.
    • It does not establish a right to work, long-term residence, transit, diplomatic, official, service, crew, refugee or other special-document treatment. Entry remains subject to the applicable border, health, public-order, security and admissibility controls.
    • No current source reviewed establishes that an eVisa project, an online service, or case-specific arrival facilitation is an alternative nationality-wide route for this policy.

    • This does not normalize travel warnings, operational access, invitations, special documents, work, residence, transit or final admission.

Congolese citizens: Republic of the Congo

The Republic of the Congo's official ordinary-passport decree identifies the holder as a Congolese citizen, while the current entry statute regulates foreigners; entry to the holder's own state is classified as citizenship rather than a visitor-visa route.

    • This records nationality/citizenship only. Passport validity, border operations, identity documentation, carrier rules and final admission remain separate.

Palestinian ordinary passports: 2026 advance-visa visitor cohort

The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
