Official evidence timeline

One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

  1. Current official routeVisa-free

South Sudan: four MFA-listed visa-exempt nationalities

MFA’s current country-by-country visa-eligibility table marks Egypt, Kenya, Tanzania and Uganda “EXEMPTED” with zero quoted entry-visa fees. It directly supports a nationality-wide visa exemption for the listed ordinary-passport short visitor cohort, rather than a visa on arrival or electronic authorization.

    • The published table does not state a duration, an effective date, passport-type qualifications, permitted purpose or entry-point limitations. This normalization is limited to its explicit country-level “EXEMPTED” rows and remains subject to ordinary border, health, security, admissibility and documentary checks.
    • MFA says bilateral relations can affect visa treatment. Its general page separately discusses visas on arrival, embassy processing, transit visas, and diplomatic, official and service passports; none is folded into this ordinary-passport visitor exemption.
    • The official eVisa portal provides a downloadable electronically issued visa for approved applicants. It is not an ETA, and this policy does not require it for the four explicitly exempt nationalities.
    • The Trade Information Hub’s statement that “most” travellers can obtain a visa on arrival has no nationality schedule. It does not establish an arrival-visa complement or alter the explicit MFA exemptions.
    • Work, residence, long stays, transit, invitation or entry-permit cases, foreign South Sudanese travelling on foreign passports, diplomatic, official, service, refugee, alien and other special documents are outside this policy.
    4 passport nationalities covered

    Egypt, Kenya, Tanzania, Uganda

  2. Current official routeVisa required

United States ordinary passports: expressly pre-travel visas

Current State Department guidance expressly requires a visa to be obtained before travel for the listed destinations.

    • LY: applications are made at the Libyan embassy in the applicant's country of residence, require MFA approval, and visas are unavailable at the port of entry.
    • SD: obtain the visa from a Sudanese embassy before arrival; SS and CF: obtain the visa before arrival/travel.
    • CG: obtain the visa before travel; invitation or hotel-reservation conditions apply.
    • Visitor purpose, passport validity, invitation, transit, special-document and final-admission conditions remain applicable.

Canadian ordinary passports: South Sudan electronic visitor-visa route

Government of Canada guidance expressly requires an e-visa through the Government of South Sudan website before departure.

    • Obtain the e-visa online through the Government of South Sudan website before departure.
    • This does not classify transit, work, study, residence, special documents, registration, health, security or final-admission requirements.
    1 passport nationalities covered

    Canada

  4. Current official routeVisa required

Irish ordinary passports: expressly pre-departure mission visas

DFA guidance establishes an advance mission-application or pre-flight possession requirement for these ordinary Irish-passport visitor routes.

    • GW: applications are made in person at Guinea-Bissau diplomatic missions in Paris or Lisbon. LR: applications from Ireland are submitted to the Liberian Embassy in London.
    • SS: the DFA says a visitor cannot fly to Juba without a valid visa, establishing that the visa must be held before departure; the page does not normalize any online filing channel as electronic issuance.
    • Visitor purpose, document, sponsor, registration, health, security and final-admission conditions remain applicable.
    1 passport nationalities covered

    Ireland

  5. Current official routeVisa required

German ordinary passports: named advance visa routes

The Federal Foreign Office expressly requires pre-departure mission issuance for each listed German ordinary-passport visitor route.

    • KP: entry is limited to organized travel with assigned guides or interpreters and Foreign Ministry permission; tourist cases are handled by the travel agency, require a Korean-side invitation, and embassy issuance normally takes at least four weeks. LY: apply at the Libyan Embassy in Berlin for a Germany-based applicant. CG: apply before entry at the Republic of the Congo Embassy in Berlin. SS: apply before entry at the South Sudan Embassy in Berlin. CF: apply before entry at the competent Central African Embassy in Paris. LR: visa-on-arrival issuance has ended; Germany-based travellers apply at the Liberian Embassy in Berlin. ML: apply at a Malian foreign mission in Germany.
    • This does not normalize travel warnings, operational access, invitations, special documents, work, residence, transit or final admission.

French ordinary passports: named advance visa routes

Current official material establishes advance mission processing or issuance for each listed French ordinary-passport visitor route.

    • AF: single-entry visas are issued by Afghanistan’s Embassy in France. KP: visa available through the DPRK General Delegation in France. LY: visa before arrival. SD: prior visa. SY: Syrian diplomatic or consular representation issues the visa. CG: obtain before departure; no arrival visa. SS: airlines may refuse boarding without a pre-departure visa and France-based applicants use the Paris embassy. CF: the CAR Paris Embassy processes the passport and short-stay application. GQ: no arrival visa and the Paris embassy states required documents. GW: French applications go to the Guinea-Bissau Embassy in Paris; its exceptional Bissau-airport route is not the standard France-resident route. LR: France residents apply through the Liberian Embassy. ML: Mali consulates in Paris or Lyon issue it; no arrival visa. NE: prior visa only; no arrival visa. NG: portal submission is followed by physical dossier submission to OIS Paris for processing. TD: diplomatic or consular mission issuance only; no border visa.
    • This records ordinary French-passport short-visitor routes only and does not normalize travel warnings, operational access, work, residence, special documents or final admission.

Macao SAR passports: named electronic visitor visas

Macao DSI's current passport-specific records place Djibouti, Iraq, South Sudan and Ukraine in its expressly labelled e-visa route, with neither visa-free nor arrival-visa access marked.

    • The DSI records mark evisa: 1 and visaFree/visaOnArrival: 0 for each named destination; this is an expressly classified electronic-visa route, not an inference from the existence of an online application.
    • The South Sudan and Ukraine destination authorities expressly confirm electronic issuance before departure. Use the linked destination official e-visa service before travel; purpose, duration, documents, fees, carrier requirements, operational availability and final admission remain separate.
    1 passport nationalities covered

    Macao (SAR China)

Burundian ordinary passports: South Sudan EAC visa-free entry

Burundi and South Sudan are EAC Partner States, and current EAC immigration guidance says Article 7(1) is implemented as visa-free entry for citizens of other Partner States.

    • This is the EAC Partner-State ordinary-passport visitor-entry baseline. Carry the travel document required at the border and comply with immigration, public-health, carrier and final-admission conditions.
    • It does not establish work, residence, diplomatic or other special-document treatment, nor guarantee current border-opening or individual admission.
    1 passport nationalities covered

    Burundi

  9. Current official routeeVisa

Moldovan ordinary passports: named electronic visitor visas

Moldova MFA's current ordinary-passport table records eVisa as the obtaining method for these destinations; Nigeria independently confirms its tourism eVisa is open to citizens of all countries and sent by email.

    • Obtain the electronic visitor visa before departure using the destination portal linked by Moldova MFA. Nigeria's tourism eVisa is specifically available to citizens of all countries and issues a certificate by email.
    • Cuba's listed eVisa route excludes maritime travel, for which Moldova MFA says a diplomatic mission is required. Purpose, duration, availability, closure, carrier checks and final admission remain separate.

Rwandan ordinary passports: South Sudan arrival visa

Rwanda DGIE's current passport-specific schedule records a free visa on arrival for an ordinary Rwandan passport in South Sudan.

    • Rwanda DGIE uses the wording Visa free on arrival for South Sudan. This is normalized as a visa issued on arrival without a fee, not as visa-free entry.
    • Purpose, duration, port, documentation, special passports, carrier rules and final admission remain separate.
    1 passport nationalities covered

    Rwanda

British citizen passports: expressly electronic pre-travel visas or entry permits

Current official guidance establishes electronic pre-travel issuance for the listed ordinary British-citizen visitor scopes.

    • BF: UK residents may apply online and Visa Burkina confirms electronic issuance; ML: the fully online process issues the entry permit electronically once approved.
    • SS: FCDO directs British visitors online and the Interior portal supplies the approved eVisa PDF; SY: FCDO links the eVisa service and states a 5-to-7-day decision period.
    • Passport, health, sponsor, invitation, entry-point, purpose and final-admission conditions remain applicable.

    • MAEC recommends the Embassy in Paris accredited to Spain and notes that processing may take days.

Palestinian ordinary passports: 2026 advance-visa visitor cohort

The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.

    • The separate embassy channel, registration after arrival, work, residence, transit, special documents and final admission remain outside this classification.

    • Czech MFA says airport visa applications are unavailable. The alternative embassy route, registration after arrival, work, residence, transit, special documents, carrier controls and final admission remain separate.

    • Applies to the ordinary Seychellois passport short-visitor baseline in the Ministry's current named list.
    • The schedule's wording requires a visa before entry but does not establish an electronic or border-issued route, so this is normalized only as advance visa required.
    • Mission availability, individual grant, document, route, transit, work, residence, diplomatic, official and special-passport treatment remain outside scope.

Current Republic of Korea Foreign Ministry South Sudan guidance says ordinary passport holders are not visa-free, visa-on-arrival issuance has stopped, and online visa issuance is available. The South Sudan Interior eVisa service delivers the visa PDF before travel.

    • Applies to an ordinary Republic of Korea passport holder visiting South Sudan; it does not establish treatment for South Sudanese nationals, dual nationals, diplomatic, official, service, emergency or other travel documents.
    • The Republic of Korea source reports that visa-free entry for ordinary passports is unavailable and visa-on-arrival issuance has stopped; it identifies online visa issuance as the available route.
